The State of Connecticut, Department of Consumer Protection (DCP) is now accepting applications for an exciting Consumer Protection Real Estate Examiner opportunity within the Commissioner and Investigations Division to provide aid in the regulation of Real Estate Appraisal laws and regulations. It is DCP’s mission to ensure a fair and equitable marketplace and promote safe products and services for Connecticut consumers.

Discover the Opportunity to: 
  • Review applications for appraiser licensure or certification for State certified general appraiser, State certified residential appraiser, and State provisional appraiser to ensure applicants meet the requirements for that category of licensure or certification as established in chapter 400g of the Connecticut General Statutes and sections 20-504-1 to 20-504-12, inclusive, of the Regulations of Connecticut State Agencies.
  • Review written appraisal reports, appraisal review reports or appraisal consulting reports by ensuring that the report follows the current Uniform Standards of Professional Appraisal Practice (USPAP).
  • Reviewing school courses to ensure that, at a minimum, they comply with the specifications for course content established by the Appraisal Qualifications Board (AQB).
  • Inspect appraised property and related reports of licensees to determine if such is in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) for the property type.
  • Conduct audits of persons certified or provisionally licensed in accordance with chapter 400g of the Connecticut General Statutes regarding continuing education requirement.
  • Compile and transmit a roster of such certified appraisers, along with the registry fees paid, to the appropriate federal regulatory entity established by the Appraisal Subcommittee of the Federal Financial Institutions Examination Council pursuant to Title XI of FIRREA.
  • Writes investigative reports.
  • Testify at hearings and in court. 
  • Provides information and technical assistance to appraisers, and the public. 
  • Speak before groups and the media as assigned. 
  • Work with and attend the Real Estate Appraisal Commission. 
  • Provide support to regulate and oversee appraisal management companies (AMCs) and report to the Appraisal Subcommittee of its findings when needed.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection, this class is accountable for independently performing a full range of tasks in the licensure, examination and investigation of real estate agencies, corporations, brokers and salespersons to ensure compliance with State laws and regulations.

EXAMPLES OF DUTIES

Examines records and operating procedures of real estate agencies, brokers and salespersons for compliance with State laws and regulations; checks licenses, examines listing contracts and sales contracts; audits escrow accounts; examines applications for licensure for compliance with State laws and regulations; reviews exam scores and educational courses; investigates complaints; interviews complainants, brokers and other individuals to obtain information; writes reports; conducts informal hearings; testifies at hearings and in court; provides information and technical assistance to real estate people and the general public; speaks before groups and the media as assigned; may be responsible for special assignments, including real property securities dealers, real estate syndicate securities, collection of bad checks, apartment listing services, supervision of the issuance of licenses and the collection of fees, examination and inspection of schools offering real estate courses and licensure of land sales; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of real estate practices, including appraisal, brokerage, sales, purchases, rentals, leasing, mortgaging and real estate and syndication securities; considerable knowledge of relevant state laws and regulations; knowledge of examination and investigation methods and techniques; oral and written communication skills; interpersonal skills; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in real estate brokerage, sales, appraisals or in regulatory work of the real estate industry.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Possession of a Connecticut Real Estate Appraisal License.
  • Work experience with appraisal review.
  • Work experience performing investigations.
  • Work experience expressing ideas in writing and in group situations.
  • Work experience following a course of action and making decisions on policies and regulations.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to travel.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
