About Us
At the State of Connecticut, Office of Policy and Management (OPM), we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor and a wide variety of special projects.  

The Role
OPM’s Criminal Justice Policy and Planning Division (CJPPD) is currently accepting applications for a full-time, forty (40) hour per week, Connecticut Careers Trainee (Administrative & Residual) (40 hour) (CCT) position to work in to work in the Policy, Research, and Evaluation Unit of the Criminal Justice Planning and Policy Division.

The intent is to hire a CCT and promote to the target class of Research Analyst after successful completion of a prescribed training program. This position offers a unique opportunity to make a positive impact on promoting a more effective and cohesive criminal justice system in the State of Connecticut with an emphasis in policy development and implementation as well as data analysis and evaluation. 

Salary Information:
First Year of Training:  AR 15 Step 1 ($49,271/year) with a Bachelor's degree; AR 15 Step 2 ($51,052/year) with a Master's degree
Second Year of Training:  General Rate:  AR 15 Step 5 ($56,379/year)

1.  The salary for an employee who completes any of the above Minimum Requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the Master's degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned. 
2.  For current state employees compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

OPM is conveniently located in Hartford, CT. The work schedule for this position is typically Monday - Friday, forty (40) hours per week.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

  • Develop and implement formal research projects and assist in these activities on more comprehensive and complex research assignments;
  • Analyze, interpret and prepare data for a variety of audiences, prepare narrative and statistical reports; develop computerized databases and analyze and interpret computer generated reports; and perform related duties as required;  
  • Utilize GIS, Tableau, and other data visualization software packages;  
  • Design research projects in a dispassionate, non-judgmental manner that enhance system knowledge of criminal justice operations;
  • Manage their own time/projects, work independently and balance several tasks at one time;   
  • Represent CJPPD at conferences, meetings and working groups;
  • Manage criminal justice grants and in pursuing research grant opportunities;  
  • Establish and nurture working relationships with other agencies;
  • Adhere to confidential criminal justice data, including health, mental health, victim- and other CJPPD reports;
  • Prepare and provide presentations to state criminal justice agencies and the public concerning broad criminal justice issues and specific program related issues.  Enhance information-sharing and education through greater use of the internet and enhancement of current reporting capabilities; 
  • Assist in the analysis and evaluation of grant applications and requests for proposals in coordination with the OPM CJPPD Grants Unit.  Offer advice and provide direction on the types of information, and the specific metrics, that the grantee will be required to collect and submit under the terms of each contract; and    
  • Conduct special studies and participate in the preparation of on-going monthly, annual, and ad hoc reports.  

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • Relevant experience in criminal justice or public policy or research methods;
  • Completed coursework or a degree in criminal justice, public policy, mathematics, statistics, research methodology or another relevant field;
  • Familiarity with the Microsoft Office Suite of programs as well as quantitative data-analysis, data-visualization, Microsoft Power BI, Tableau or ArcGIS mapping software.
  • Knowledge of data-analysis techniques with an understanding of basic statistical concepts; and,
  • Experience working with state criminal justice agencies or working with the state generally.
