About Us
At the State of Connecticut, Office of Policy and Management (OPM), we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor and a wide variety of special projects.  

The Role
OPM’s Criminal Justice Policy and Planning Division (CJPPD) is currently accepting applications for a full-time, forty (40) hour per week, Connecticut Careers Trainee (Administrative & Residual) (40 hour) (CCT) position to work in CJPPD.

The intent is to hire a CCT and promote to the target class of Planning Analyst after successful completion of a prescribed training program. This position offers a unique opportunity to make a positive impact on promoting a more effective and cohesive criminal justice system in the State of Connecticut.

Salary Information:
First Year of Training:  AR 15 Step 1 ($49,271/year) with a Bachelor's degree; AR 15 Step 2 ($51,052/year) with a Master's degree
Second Year of Training:  General Rate:  AR 15 Step 5 ($56,379/year)

1. The salary for an employee who completes any of the above Minimum Requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the Master's degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned. 
2. For current state employees compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

OPM is conveniently located in Hartford, CT. The work schedule for this position is typically Monday - Friday, forty (40) hours per week.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

At the end of the training program the incumbent in this position will be able to:

  • Assist higher level staff in planning and developing interagency initiatives to demonstrate new policy objectives and strategies with a specialized focus on violent crime, sexual assault crime and domestic violence. 
  • Participate in drafting statewide implementation plans involving multiple state and local criminal justice agencies; and develop service levels and resource allocation plans based on national and state research. 
  • Monitor success and challenges in executing plans at the local level as well as at the state-wide level. Revise and update plans based on assessments and outcomes. 
  • Assist higher level staff in developing statewide policies, practices and procedures to support compliance with major federal legislation including the Violence Against Women Act and Violent Crime Control Act. 
  • Monitor and maintain oversight of federal and state grant funded programs operated by various state agencies, local governments and private providers. 
  • Complete the entire life cycle of grant administration duties, including pre-award, post-award, and closeout activities such as:  
      • Prepare federal grant applications, including budgets, narratives and other forms to be submitted to the Department of Justice; and  
      • Review sub-grantee project narratives, budgets, and quarterly documents in order to maintain oversight of all grant project activities and provide assistance to sub-grantees throughout the process.
  • Draft the regulations, process and procedures for federal grant funded projects. Evaluate federal grant proposals prepared by state agencies, local governments and private providers. 
  • Serve as liaison to U.S. Department of Justice (US DOJ), monitor compliance with federal mandates affecting multiple state and local agencies and prepare status reports and plans for submission to federal agencies. 
  • Plan and coordinate forums, hearings and events to allow for public participation in development of statewide priorities and plans. 
  • Coordinate and track outcomes of federally funded criminal justice demonstration projects; and prepare reports for submission to US DOJ. 
  • Analyze current services, fiscal data and performance measures to identify the most effective and efficient use of state and federal funds. 
  • Pursue federal grant opportunities to generate resources for development and assessment of innovative policies, practices and procedures within the state-wide criminal justice system. 

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • Relevant experience in criminal justice or public policy;
  • Completed course or a degree in criminal justice, public policy, or another relevant field; 
  • Experience working with state or federal grants, including drafting grant applications and/or administering grants;
  • Experience working with the Department of Justice or other federal agencies; 
  • Experience working with state criminal justice agencies or working with the state generally;
  • Experience working with victim service agencies and organizations;
  • Knowledge of the needs of crime victims and their families and the dynamics of victimization; and,
  • Familiarity with Microsoft Word, Microsoft Excel, and other Microsoft Office products.
