About Us
At the State of Connecticut, Office of Policy and Management (OPM), we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor and a wide variety of special projects.

The Role
We currently have an opening for a Fiscal/Administrative Officer in OPM’s Division of Administration.  This is an exciting opportunity to join a diverse team of staff supporting the mission of OPM.  As we are a small team, the position gets exposure and experience to a variety of business office functions, which will provide opportunities for future career growth in the fiscal/administrative series.  The ideal candidate needs to be able to work independently, be extremely detail oriented, and have the ability to multi-task.  

OPM is conveniently located in Hartford, CT. The work schedule for this position is typically Monday - Friday, forty (40) hours per week.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions.

 

EXAMPLES OF DUTIES

  • Review and process payment vouchers to municipalities, state agencies, non-profits and private entities;
  • Create receipts and enter vouchers;
  • Review and process Transfer Invoices and Cash Requests;
  • Process voucher adjustments;
  • Process supplier vendor file updates in CORE;
  • Review and process interface payments;
  • Review withholding errors and payment changes made by OSC;
  • Prepare spreadsheet journal corrections; 
  • Process quarterly or fiscal year end office supply journal entries;
  • Prepare applicable fiscal year end GAAP reports; 
  • Review Non-Profit Grant reimbursement requests, collect required documents and process grant payments to non-profit organizations;
  • Verify and submit fiscal year end payment information to Auditors;
  • Verify Federal and State payments for State Single Audit Letters;
  • Process year-end Petty Cash and Postage account replenishment;
  • Prepare CO-790 and CO-790s, if needed;
  • Respond to Accounts Payable/Grant inquiries; and
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of grants and contracts preparation and administration; knowledge of purchasing principles and procedures; some knowledge of payroll practices and procedures; interpersonal skills; oral and written communication skills; ability to prepare and analyze financial documents and reports; ability to interpret and apply statutes, regulations and administrative policies; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, payroll, purchasing) at least one of which must be an accounting or budgeting function.*

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions. Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (l) year of the Special Experience.

3. For state employees two (2) years as a Fiscal/Administrative Assistant may be substituted for the General and Special Experience.

4. For state employees two (2) years as a Purchasing Assistant may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience working with PeopleSoft Core-CT;
  • Experience with Microsoft Office Suite, including Teams, Outlook, Excel, Access, and Word;
  • Experience working in a business office processing accounts payable invoices;
  • Experience preparing, analyzing, reconciling accounting records and resolving payment discrepancies with vendors; and,
  • Experience with adding and updating vendors into CORE-CT.
