The State of Connecticut Department of Transportation (DOT) has both current and anticipated Transportation Supervising Engineer (Construction Engineering) (TSE) positions in the District 5 Construction Unit. There are both TSE Field positions and TSE Office positions that we are looking to fill.  We encourage qualified individuals to apply, whether they are interested in the TSE Field, TSE Office, or both TSE positions.

Position Details: 
  • These positions will be located at the DOT District 5 Office in New Haven
  • Full time, Monday to Friday, 40 hours per week 
  • The candidate selected for this position will be accountable for assisting the Assistant District Engineers in supervising a staff engaged in transportation engineering in the office and in the field.
  • Candidates must indicate that they hold a valid Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors with C.G.S. &20-302 in the “Licenses and Professional Certifications” section of the application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising engineers and other staff engaged in engineering and/or related tasks in one or more aspects of transportation construction engineering projects or studies in the areas of construction, administration, rehabilitation, surveying, testing, materials testing, maintenance or operations.

EXAMPLES OF DUTIES

Assists, confers with and advises Transportation Principal Engineers or Assistant District Engineers on all types of projects such as construction of highways, bridges and transportation facilities; conducts inspections of state projects; reviews and assists in approving contract proposals prior to advertising; reviews and makes recommendations on contractor monetary claims brought against the state; supervises and oversees inspection of construction work; makes recommendations concerning proposed design changes, changes in construction methods and substitutions of materials; assigns inspection personnel to various construction projects; reviews plans and specifications in preliminary and final stages; makes recommendations to prevent recurring problems and assist design engineers with construction projects; supervises and maintains continuous contact with project engineers; coordinates field operations with other districts; serves as technical advisor on construction matters; supervises and oversees office functions relative to construction projects including but not limited to reviewing and processing of construction orders, processing estimates for payment, reviewing and processing consultant payments, analyzing and approving prices for new items, writing memoranda and letters to departmental personnel, state and/or municipal administrators and authorities, contractors and the general public; supervises implementation and operation of computerized construction reporting systems; prepares and maintains schedules for all survey and design projects; checks detailed plans, specifications and estimates of cost of proposed projects; makes special investigations and studies of complex design problems; interprets policy and recommends practices needed for implementation; correlates office or field operations with other sections; serves as technical advisor for survey and design; supervises office functions relative to logistics and administration; schedules and monitors all location surveys performed by state personnel and surveyors; recommends standards of accuracy and limits of coverage for individual projects; recommends and maintains specifications for ground and photogrammetric surveys; prepares and administers agreements for photogrammetric mapping and surveys by contract; oversees inspection, sampling and testing of materials used for construction and maintenance projects; recommends solutions for problems concerning materials; initiates/directs training of technical personnel in testing and sampling of materials; prepares and maintains a manual of testing procedures; initiates/assists in preparation of specifications; confers with material producers, contractors, agency engineers, and others concerning the materials and their use; directs application of statistical techniques for quality control of materials; prepares agreements for the testing of materials by certified outside testing agencies; directs or provides technical assistance in conducting studies for establishing policy and procedures; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans section work; establishes and maintains section procedures; develops or makes recommendations on policies and standards; acts as liaison with other operating sections, agencies and outside officials; prepares reports, recommendations and correspondence; conducts analytical studies of engineering costs incurred to determine amounts reimbursable under federal aid and amounts due public utilities under state and federal policies; prepares comprehensive reports on fiscal matters relating to departmental engineering operations; directs concurrent billing programs for department; acts as an assistant in performing highly specialized administrative or engineering studies; supervises or provides highly technical assistance in conducting studies or establishing policy, procedures or methods; supervises field or office functions for location, boundary, construction surveying and design projects; supervises preparation of comprehensive technical reports and related correspondence; makes oral presentations at public hearings or meetings; reviews work of consultants (engineers, designers, etc.); acts as the Primary Assistant to the Chief Engineer in performing special projects and overseeing Bureau activities; oversees the Department's Consultant Selection Panel process; serves as a member of departmental committee assisting in preparation and/or revision of standard specifications; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing; knowledge of highway construction methods and materials; considerable knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of departmental operational methodologies; considerable knowledge of latest engineering principles, techniques and procedures employed in engineering field; considerable ability to analyze and review engineering reports, plans and specifications; considerable ability to interpret and apply principles of information systems and technologies; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in transportation construction engineering.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing.  For state employees this is interpreted at the level of Transportation Engineer 3 (CONSTRUCTION ENGINEERING).

PREFERRED QUALIFICATIONS

  • Experience in the preparation and review of correspondence
  • Experience in supervising inspectors
  • Experience with identifying elevating, analyzing and resolving construction related disputes
  • Experience implementing and operating construction reporting systems

SPECIAL REQUIREMENTS

1. Incumbents must possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302. 
2. Incumbents may be required to possess appropriate certification from the NorthEast Transportation Training and Certification Program (NETTCP). 
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. 
4. Incumbents in this class may be required to travel.
