Introduction

The Department of Energy and Environmental Protection is seeking a Supervising Environmental Analyst with the Landfill Stewardship Operations Unit within the Emergency Response and Spill Prevention Division (ERSPD)

The position will be located at DEEP Headquarters, 79 Elm Street, Hartford, CT  06106.  This is a 35 hour per week, Monday - Friday, from 8:00-am to 5:00 pm (flexible), with some potential weekend or evening work. The position allows for some telework, flexible work schedule, tuition reimbursement, and paid time off.

This position is responsible for directing, supervising, and administering the day to day operations of the Landfill Stewardship Operations Unit within the Emergency Response and Spill Prevention Division (ERSPD). The Landfill Stewardship Operations Unit has the obligation to conduct long-term post-closure care of 5 landfills previously managed by Connecticut Resources Recovery Authority (CRRA). 

  • This unit helps fulfill the critical mission of protection of public health and safety through responsibilities including permit compliance monitoring and reporting; operating groundwater and landfill gas collection and treatment systems; maintenance and protection of site conditions; and establishing and maintaining relationships with property owners, adjacent property owners, municipalities, and utilities.   This position manages multiple contracts and contractors.  
  • Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains standard  procedures; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

EXAMPLES OF DUTIES

Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; oversees preparation of environmental impact statements; directs administration of state and federal program budgets; supervises and coordinates special planning studies; identifies and describes state environmental goals and special problem topics; monitors and testifies at hearings; supervises and cooperates with consultants in project development; serves as agency representative at public and committee hearings and conferences; may prepare enforcement actions; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of environmental and policy analysis; considerable knowledge of environmental program planning principles and practices; knowledge of statistics; considerable interpersonal skills; considerable oral and written communication skills; research and organizational skills; ability to understand and interpret technical data; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.
Note: For State Employees this is interpreted at the level of Environmental Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience managing complex workflows, establishing priorities and coordinating activities;
  • Experience monitoring staff, establishing measurable goals and mentoring staff;
  • Experience developing and implementing innovative approaches and programs to address problems, improve efficiency and quality of service and achieve better environmental results, and problem solve when faced with shifting priorities;
  • Experience managing contracts and contractors;  
  • Experience with construction management and/or reviewing planning and engineering reports and associated project documents;
  • Experience with environmental planning, permitting, enforcement and project management; 
  • Experience applying relevant state and federal laws, regulations, policies and procedures to variable and complex situations and to recognize and recommend policy issues that need to be approved by management;
  • Experience communicating technical information in a clear and concise manner with the regulated community, state and federal agencies, stakeholders, non-governmental organizations and the general public.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
