The State of Connecticut, Department of Transportation (DOT), Bureau of Policy and Planning is now accepting applications for an exciting Transportation Planner 1 role in the Sustainability and Resiliency Unit within the Office of Environmental Planning. This opportunity is full-time and located at our Headquarters in Newington, CT. It is the DOT's mission to provide a safe, efficient, and cost-effective transportation system that meets the mobility needs of its users.

The Role: The Sustainability and Resiliency Unit is newly formed and accountable for tasks necessary to meet the intent of the 2019 Governor’s Executive Orders #1 and #3 which direct sustainability initiatives aimed at reducing the State’s carbon footprint, reducing environmental waste, and increasing climate resilience. You will be responsible for:  ensuring unit data is accurate, complete, and organized, working collaboratively with other Bureaus within the Department to implement and carry out policies and plans and keep them current; and investigate, research, and stay abreast of trends within the industry.  You will further act to develop findings and conclusions and provide recommendations and presentations based on analyses and oversee preparation of reports, as well as other assignments or duties as deemed appropriate.  The selected candidate will also be responsible for ensuring strong and effective communication and working relationships both internally with planning/design teams as well as with other State/federal agencies and external stakeholders.  

Discover the Opportunity to: 
  • Create and maintain sustainability action database including past and planned projects to track Green House Gas (GHG) /water reductions and financial savings. 
  • Document and display GHG/Water/Waste reductions from baseline to goal to demonstrate overall progress.
  • Work with bureaus to identify existing data, gaps in data, and future data needs to support resiliency efforts including vulnerability assessments. 
  • Assist in the develop of screening framework for Unit planning and project selection.
  • Support website development to promote sustainability success stories and foster a culture of sustainability across the Department. 
  • Prepare documentation for benefit cost analysis and other technical documents to support federal grant applications.  
  • Assist in updating pertinent Department manuals/program guidance to include sustainability and resiliency into program and project considerations. 
  • Investigate, research, and stay abreast of trends within the industry, as well as other assignments or duties as deemed appropriate.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.

EXAMPLES OF DUTIES

Conducts planning studies relative to all transportation modes for the movement of people and goods; directs surveys related to safety, environmental studies, land use, suburban and urban population changes and transportation needs; develops, coordinates and evaluates transportation programs; collects, analyzes and updates data related to impacts of transportation facilities, projects and programs and makes recommendations based on this analysis; performs trend, economic and environmental analyses of transportation related data; prepares statistical and written reports and environmental impact statements; reviews studies, surveys and technical documents for conformance with department standards, needs and state and federal laws and regulations; provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders; investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; reviews proposed legislation and distributes information; may perform site analysis work; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of transportation planning theories, practices and procedures; knowledge of various transportation problems as related to urban centers; knowledge of related social, economic and environmental considerations; knowledge of state transportation conditions and probable trends; knowledge of basic engineering principles; interpersonal skills; oral and written communication skills; ability to conduct transportation planning and environmental studies; ability to use computer software including planning models and other programs related to planning process; ability to understand and interpret laws, rules and regulations; research ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
3. For State Employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Bachelor’s or Master’s Degree in Environmental Science, Environmental Engineering, Sustainability, Resiliency, or closely related degree; 
  • Experience with principles of Sustainability and Climate Change Resiliency. 
  • Experience with Microsoft Office Suite of applications such as Excel, PowerPoint, and Teams. 
  • Experience with interpreting studies in Geographic Information Science (GIS), design plans, and other technical media such as aerial photography.
  • Experience working with State agencies, outside stakeholders, and the public.
  • Experience working in an office environment as well as conducting field site visits (i.e., inclement weather conditions, working near active construction equipment, and working adjacent to the traveling public). 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
