The State of Connecticut, Department of Revenue Services (DRS) is seeking to hire five (5) full-time Tax Collection Supervisors within our Collections and AR Management Division.  In each of these roles, you will be responsible for supervising a group of employees responsible for the collection of past-due taxes, at various stages in the collection process: office operations, advanced collections tools, and field services.

These positions are located in Hartford and the hours are 8:00 a.m. - 4:30 pm.  One chosen supervisor will lead a team that works in the field, this position will require limited driving.  Our positions offer tremendous benefits that include a pension plan and very affordable health insurance.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Collection and Enforcement Division this class is accountable for supervising investigatory, collection, and clerical staff engaged in all activities related to either the collection of delinquent returns, deficient taxes or abatement of uncollectable taxes and bankruptcies.

EXAMPLES OF DUTIES

Duties of this position include, but are not limited to, oversight of up to twelve employees on a Collection Team engaged in collecting past-due tax debts in a timely manner; responding to taxpayers efficiently so they may be able to understand their bills and make payment arrangements promptly; and recommending or taking enforcement action after following due process requirements, to effectively turnover the agency’s outstanding accounts receivable balances.

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans section work; establishes and maintains section procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; coordinates contact with personnel in other units to supplement collection and abatement efforts and to provide assistance and information to supplement other tax department activities; analyzes reports and data to promote proper reaction to changing trends in collection activities and abatements; prepares reports and correspondence; supervises the use of warrants and hearings officers to insure the most efficient use of collection tools available; may personally contact delinquent/deficient taxpayers to effect collection of revenue; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of effective investigative techniques and practices; considerable knowledge of effective collection procedures and practices; considerable knowledge of the operations of electronic tax administration systems; knowledge of effective office practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in investigatory work involving the collection of delinquent accounts in a regulatory enforcement agency, financial institution, credit bureau, industrial or government security agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead/consultative capacity at or above the level of Revenue Agent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience working in the Collection industry
  • Experience using a computer collection case management system for documentation and record keeping
  • Experience reviewing and making decisions on assigned case management inventory
  • Experience communicating and working with diverse populations
  • Experience using Microsoft Office and Microsoft Teams
  • Experience working as a subject matter expert and working with all levels of staff within an organization
  • Ability to handle escalated complaints
  • Ability to lead a team by directing, monitoring and effectively supporting staff
  • Ability to run meetings to inform and motivate staff

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
