About Us

We report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

The Role

We are looking for an energetic and motivated Attorney to join the Office of the Secretary’s Policy and Program Initiatives team within OPM as Policy Counsel (Legislative and Administrative Advisor 2) The primary responsibility of this attorney position will be performing a full range of legal tasks, conducting research and advising the Secretary on matters pertaining to legislation, regulations and administrative policy. 

This an unclassified position, appointed by the Secretary of the Office of Policy and Management in accordance with the provisions of Section 4-8 of the Connecticut General Statutes. This is a 40 hour per week full-time position conveniently located in Hartford, CT, easily accessible to all major highways. 

This is an exciting opportunity as OPM is at the center of all State government activities being responsible for development of the Governor’s budget and planning and coordination across all State agencies on a variety of issues affecting Connecticut residents.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of legal tasks, conducting research and advising the Commissioner on matters pertaining to legislation, regulations and administrative policy.

EXAMPLES OF DUTIES

  • Support the legislative team in advancing the Governor’s legislative proposals, including but not limited to, the following:
      • initial policy development; and
      • working with the General Assembly to enact the Governor’s agenda.
  • Provide accurate, timely, expert, and strategic counsel to OPM Secretary on a variety of complex, significant administrative, public policy and program matters that cut across legal and related areas;
  • Research, evaluate and weigh multiple inputs and impacts of any decision or course of action;
  • Anticipate issues and estimate risks strategically;
  • Identify proactive solutions that will eliminate or mitigate risks;
  • Interpret and administer state and federal statutes, regulations, Executive Orders and caselaw;
  • Analyze legal issues and statutory interpretation related to implementation of the legislation, budgetary and federal allocations;
  • Implement legislation, administrative, public policy and program initiatives;
  • Monitor, summarize and prepare exhibits or memos on pending litigation matters with public policy and budget implications;
  • Author briefs, memorandum of law, affidavits, settlement agreements and other legal documents that minimize risks and maximize legal rights;  
  • Represent the Secretary at meetings with agency staff, with agency commissioners, on inter-agency efforts, boards and commissions and provide legal and policy advice related to same; and
  • Develop relationships with external parties and keys stakeholders.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of basic law, legal processes, legal principles and practices and administrative law; considerable knowledge of legal research techniques; considerable knowledge of legislative process; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret, analyze and prepare legislation and other legal documents.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience as an attorney with some responsibility for research, development, planning and review of legislative and regulatory programs.

PREFERRED QUALIFICATIONS

  • Litigation experience;
  • State government experience;
  • Legislative experience;
  • Experience in legal research and writing;
  • Experience advising executive leadership on legal and administrative matters;
  • Experience interpreting state statutes and regulations; and
  • Experience with representation of a principal on boards and commissions.

SPECIAL REQUIREMENTS

Incumbents in this class must be a member of the Connecticut Bar.
