The State of Connecticut, Department of Revenue Services (DRS) is seeking to fill six (6) Tax Unit Managers in the Audit & Compliance Division, within the following units:

BETA Unit - The BETA Unit is responsible for auditing business and employment taxes. The unit conducts both field and office audits. Many of the issues addressed by the unit are highly complex and require staff with exceptional knowledge of both federal and state taxation.

Income Tax Audit Unit – The Income Tax Unit is responsible for examining Connecticut State Individual Income Tax returns to determine if they are in compliance with the state’s income tax statutes and regulations.

Corporation Tax Audit Unit - The Corporate Tax Audit Unit is responsible for auditing a variety of tax types including but not limited to Corporation Business Tax and Employer Withholding. The unit conducts both field and office audits. Many of the issues addressed by the unit are highly complex and requires staff with exceptional knowledge of both federal and state taxation.

Excise Field Unit - The Excise Unit conducts both desk audits and field audits on taxpayers who are registered for the various excise taxes along with ensuring that cigarette manufacturers and distributors comply with the requirements of the cigarette Master Settlement Agreement (MSA).

Pass-Through Entity Audit Unit – The Pass-Thru Entity Audit Unit is responsible for auditing a variety of tax types including but not limited to Pass-Thru Entities, Fiduciary and personal Income tax. The unit conducts both field and office audits to assure compliance with Connecticut statutes and regulations.

Hartford Regional Office - The Sales Tax Subdivision primarily conducts complex Sales & Use Tax audits to ensure proper and accurate reporting and compliance with Connecticut tax laws.

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Revenue Services, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening. You must specify your qualifications on your application.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period. For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, this class is accountable for directing the work of a major Tax unit.

In the Department of Labor, this class is accountable for directing the entire field audit function involving the financial examination of businesses to ensure accurate contributions are made to the Unemployment Compensation Trust Fund.

EXAMPLES OF DUTIES

Directs staff and operations of unit; coordinates, plans and manages unit activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of unit budget; maintains contacts with individuals both within and outside of unit who might impact on program activities; directs handling of correspondence and preparation of reports of examinations and other financial and statistical memoranda; conducts hearings and conferences with taxpayers and/or their representatives involved in disputed tax matters; recommends changes in existing legislation; prepares reports on unit activities and other necessary statistical and narrative reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of accounting and auditing; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in interpretation of laws and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in technical work in taxation in the auditing of tax returns and fiscal records or tax administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity. For State employees, this is the level of Revenue Examiner 4.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. 1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years.
  2. A Master's degree in accounting or taxation may be substituted for one (1) additional year of the General Experience.
  3. Certification in one of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.
  4. One (l) year as a Tax Appellate Officer may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience independently applying modern management and or leadership principles and techniques
  • Experience with relevant state and federal tax laws, statutes and regulations
  • Experience with principles and practices of auditing
  • Experience delivering key performance indicators with measurable results
  • Experience communicating effectively both orally and in writing with a diverse set of internal and external stakeholders
