The State of Connecticut, Office of Policy and Management (OPM) is hiring! 

We are looking for an energetic and motivated individual to join the Health and Human Services Policy and Planning Division (HHSPPD) within OPM as a  Planning Analyst. This new position will work primarily on the Personal Care Attendant (PCA) Workforce Council (Council).  The Council is a statutory body that is responsible for a collective bargaining agreement between the Council and the Union representing approximately 10,000 PCAs who assist consumers under the State’s self-directed Medicaid home care programs. 

In this role, you will work with representatives of State agencies, consumers of self-directed home care services and supports, family members, advocates, PCAs and the Union representing PCAs on a variety of labor related issues.  The HHSPPD is an exciting Division to work in that addresses a myriad of health and human services issues and OPM is at the center of all State government activities being responsible for development of the Governor’s budget and planning and coordination across all State agencies on a variety of issues affecting Connecticut residents. 

OPM is conveniently located in Hartford, CT. The work schedule for this position is typically Monday - Friday, forty (40) hours per week.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.

EXAMPLES OF DUTIES

This position provides all staffing support to the Council, including but not limited to, the following:

  • Work closely with the Department of Social Services (DSS), Department of Developmental Services (DDS) and OLR on all Council-related activities, including implementation of provisions of the Collective Bargaining Agreement (CBA);
  • Represent the Council on and serve as Co-Chair of the Training Fund Committee that meets quarterly, at a minimum;
  • Audit ongoing Personal Care Attendant (PCA) orientations and work with the Training and Upgrade Fund and 1199 to address issues and concerns, at least monthly;
  • Develop new, and update existing, orientation modules and instruction methodologies for PCAs;  
  • Review Step One grievance responses developed by DSS;
  • Work with the appropriate State agency and fiscal intermediary to develop responses to Step Two grievances and hold a grievance hearing with 1199 as required;
  • Research and assist the Office of Labor Relations (OLR) in response to Arbitration filings;
  • Respond to requests for information from OLR, DSS, DDS, 1199, PCAs and consumer-employers;
  • Work closely with OLR regarding interpretations of the CBA;
  • Assist in the implementation of federal benefits and state benefits for PCAs and self-direction home care programs, such as the federal paid leave programs enacted under various federal COVID relief programs and the state paid leave program unrelated to COVID; 
  • Research policy related to PCA and Long-Term Services and Supports workforce issues; 
  • Schedule, develop agendas for and staff quarterly Council meetings;
  • Schedule, develop agendas for and staff quarterly Labor Management Committee meetings; and 
  • Maintain Council webpage on OPM site.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices of state and regional planning; knowledge of federal, state and regional planning and development issues and programs; knowledge of research methods and techniques; knowledge of statistical analysis; interpersonal skills; oral and written communication skills; ability to interpret relevant state and federal laws and regulations; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  •  Experience working with home and community-based services programs, preferably self-directed home care programs.
  • Experience working with State and federal health and human services programs, preferably Medicaid.
  • Experience with labor unions and labor issues in general.
  • Experience leading workgroups or committees.
