The State of Connecticut, Department of Social Services (DSS), invites qualified individuals to apply for two (2) currently available Supervising Accountant positions. These positions will be located in our Hartford office and are full-time, first shift, 40 hours per week. The schedule for these positions will be Monday through Friday , 8:00 am – 4:30 pm. 
  • However, work schedule flexibility is required in order to meet the demands of the job
In this role, your primary responsibility will be to lead several critical aspects of the federal claiming and federal reporting areas. Additionally, along with other duties as needed, we would entrust you to:
  • Supervise, review, and orchestrate interdepartmental efforts in conjunction with various Department teams
  • Craft mitigation plans for any federal spending, active issues, and future appeals considerations
  • Manage specific Core-CT accounting functions
  • Ensure that DSS follows state and federal regulations

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising an accounting unit or function.

EXAMPLES OF DUTIES

The primary focus of this position would be to oversee the federal claiming and federal reporting areas. This position would also be expected to expand on the current work in these groups to include monitoring, reviewing, and spearheading interdepartmental efforts in conjunction with the Department’s CON Reimbursement, Quality Assurance, Legal, and Financial Services teams to address current and potential federal reporting and claiming vulnerabilities. This would include a review of possible direct mitigation actions for all federal spending and active issues as well as future appeals considerations. This position would also include responsibility for the timely submission of expenditure reports for a variety of federal grant programs; managing certain CORE accounting functions for the Department, such as the creation and maintenance of agency budgets in the CORE system for all federal funds for tracking/monitoring and reporting; overseeing the review and monitoring of spending plans which allocate federal funds; acting as one of the primary management contacts with the federal government; ensuring that the Department of Social Services is in compliance with state and federal regulations, rules, policies, and procedures related to federal financial participation, assisting in risk minimization activities that will preserve and maximize federal revenues. KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting principles and practices; considerable knowledge of governmental accounting and budgeting; knowledge of and ability to apply relevant state and federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to evaluate and analyze accounting forms, methods and procedures and cost data; considerable ability to devise and install accounting procedures and systems; ability to evaluate and analyze accounting methods, procedures and data; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of Associate Accountant or Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in Accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
3. Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor

PREFERRED QUALIFICATIONS

Preference will be given to those who possess the following:
  • Experience presenting information verbally and in written format
  • Experience working independently and in a team environment
  • Experience evaluating the financial and programmatic impacts of changes to federal and state laws, statutes, and regulations
  • Experience with CORE-CT Financial or other PeopleSoft Software
  • Experience establishing and implementing updates to financial reporting structure and streamlining reconciliation and reporting processes
