Southeastern Mental Health Authority
(SMHA) is a community mental health agency operated by the State of Connecticut Department of Mental Health and Addiction Services (DMHAS). Its primary goal is to provide high quality behavioral health services to those in our community with mental health and substance use disorders who are 18 years or older and reside in New London County and its surrounding towns. Services, which include case management, outpatient behavioral health, crisis intervention, respite care, and forensic services, are recovery oriented and offered in a trauma informed and culturally sensitive manner. The work schedule is 1st Shift, 8:00am – 4:00pm, Monday thru Friday. We are located at 401 West Thames Street, Building 301; Norwich, CT.

*The entry level compensation rate for this position shall be ten percent (10%) below the minimum compensation listed on this bulletin for an employee in his/her initial working test period. Upon completion of the initial working test period, the employee shall advance to the minimum (Step 1) of the salary schedule and be paid accordingly.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing basic tasks of an unskilled nature (e.g. requiring little prior experience or training; most tasks can be learned quickly on the job) in one or several of the following areas:
- building and equipment maintenance (operational and remedial)
- grounds care
- food services
- operation of trucks of less than five ton capacity
- parking garage
EXAMPLES OF DUTIES
EXAMPLES OF DUTIES BY GENERAL WORK AREAS ALL AREAS
Keeps simple records and prepares reports (this should be related to duties listed previously and not a full-time office record keeping position); performs related duties as required.
BUILDING AND EQUIPMENT MAINTENANCE
Performs preventive maintenance tasks including but not limited to the following: checks gauges for established settings; checks steam trap indicators; checks belt tension (blowers, fans and rotating equipment); changes filters (water, gas, HVACR, etc); inspects doors for damage; tightens chairs, tables, desks, door hinges, and cabinets and lubricates when necessary; replaces castors; cleans grease traps; may check temperatures against pre-established settings; may clean strainers and boilers; may replace ceiling tiles and loose floor tiles; may spot patch walls; may replace washers; may repair minor leaks in toilets, drinking fountains, etc.; may attach shelving and put up bulletin boards, pictures, etc.; may clean motor housings, ducts and other mechanical equipment; may act as a relief person for other maintenance employees; may perform custodial functions as required; may move furniture; performs related duties as required.
GROUNDS CARE (OUTSIDE SERVICES)
Digs ditches; shovels materials such as sand, stone, dirt, snow, etc; operates hand, small power equipment, snowblowers, mowers and attachments; cuts weeds or brush; weeds gardens; rakes fill, loam, grass or leaves; moves, loads, unloads and distributes supplies and equipment; cleans gutters, storm sewers and catch basins; plants, fertilizes and limes vegetables, lawns, flowers, shrubs, etc. with detailed instruction from supervisor; trims shrubs; may supervise parking to enforce regulations; may operate and perform preventive maintenance and minor repairs on vehicles such as tractors, trailers, multiple power mowers, snow blowers and snow plows required in care of grounds, walks and roads; may sand and salt walkways; picks up litter; empties trash receptacles and maintains dumpster areas; performs related duties as required.
MOTOR EQUIPMENT SERVICES
Operates motor vehicles of less than a five ton capacity for messenger service, delivery service, stock work, grounds maintenance and the like; loads and unloads vehicles; maintains vehicles in good condition including cleaning, lubrication and preventive maintenance; keeps records in connection with vehicles or materials carried; supplies motor vehicles with gas, oil, water and other fluids; loads and unloads vehicles; performs related duties as required.
Assists a skilled worker by passing tools, carrying or lifting materials and running errands; acts as a helper to a higher grade Maintainer or Qualified Craft Worker in more difficult tasks requiring special or greater skills; may perform semi-skilled tasks in carpentry, plumbing, painting, masonry, electrical work and other trades; may clean, oil and make minor adjustments to electrical, structural, mechanical, building and utility systems and other equipment; performs related duties as required.
These are only examples of types of tasks that incumbents in this class may be expected to perform. Tasks should only be assigned if they are of the appropriate skill level (as defined in the Purpose of Class).
KNOWLEDGE, SKILL AND ABILITY
Some interpersonal skills; some oral and written communication skills; ability to follow oral and written instructions; ability to learn policies and procedures; ability to operate, care for and perform minor maintenance on tools and equipment used in daily work; some ability in simple record keeping.
Any experience and training which provide the knowledge, skills and abilities listed above.
Our preferred candidate will:
- Have experience building and fabricating cubical work stations;
- Have experience with American National Standards Institute and Environment of Care standards to include: inspecting Life Safety devices such as emergency lights, exit lights, fire extinguishers, testing, inspecting, and making repairs to eye wash stations;
- Have experience performing custodial tasks in a Behavioral Health Care Facility to include hazardous spills and clean-up and using a Clorox 360 disinfectant machine;
- Have experience working with a fleet service department to ensure sure preventive maintenance schedules for fleet vehicles are followed, performing routine inspections of fleet vehicles, and acquiring new, seasonal leased, loaner and rental vehicles;
- Have experience using a powered platform lift, as well as, operating a box truck with a lift gate; and
- Be Bilingual - English/Spanish.
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
1. Incumbents in this class must have adequate physical strength, stamina, physical agility, visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties of the class.
2. A physical examination may be required.
1. Incumbents in this class may be required to lift moderate to heavy weights and may be exposed to extreme weather conditions and risk of injury from equipment and assaultive and/or abusive patients and/or clients.
2. Incumbents in this class may be required to complete an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
