Engineer Intern (35 Hour)

Introduction

The State of Connecticut, Department of Public Health (DPH) is hiring! We are seeking individuals for two Engineer Intern positions. These Engineer Intern positions will work in the Environmental Health and Drinking Water Branch's Drinking Water Section. Engineer Interns receive training under direction of a supervisor or senior staff person for a period of one year before being promoted to the target class of Sanitary Engineer 1 upon successful completion of the training period.

The Department of Public Health has primacy to uphold the Safe Drinking Water Act and oversee various state laws that assure purity and adequacy of the state’s public drinking water systems and sources. The EHDW Branch regulates over 2,500 public water systems that provide safe drinking water to over 2.8 million people in the State of Connecticut. Additionally, the EHDW Branch oversees activities related to food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories.  

These Engineer Intern positions will perform a variety of engineering functions related to the Drinking Water Section’s Drinking Water State Revolving Fund (DWSRF) program. These are critical functions to assure consistent and timely support to public water systems as they work to implement drinking water infrastructure improvement projects.

Under the direct supervision of a Supervising Sanitary Engineer, these Engineer Intern positions will be responsible for duties that will include, but are not limited to, the following:

  • Performing environmental assessments on drinking water infrastructure projects
  • Assisting with the review and approval of planning and engineering reports for drinking water related infrastructure projects
  • Assisting with the review of engineering designs of drinking water related infrastructure projects including, but not limited to, water treatment plants, storage facilities, pump stations, distribution networks and source water development
  • Reviewing engineering and construction contract procurement procedures and contracts for adherence to state and federal funding requirements
  • Providing technical assistance to loan applicants and their consultants on DWSRF requirements
  • Ensuring regulatory compliance requirements have been satisfied during construction and after construction is complete
  • Reviewing monthly payment requests from borrowers during project implementation
  • Performing construction site visits and record reviews at each project location
  • Maintaining state and federally required records/data
  • Preparing mandated state and federal reports
  • Marketing and outreach to public water system for program participation

*Please Note:Upon initial entry to this class, incumbents will be placed in Pay Plan ES 18, step 5. Upon successful completion of one year in this class, incumbents will be placed in Salary Group ES 18, step 7.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in the discipline required by the target class.

PREFERRED QUALIFICATIONS

  • Experience in engineering or academic coursework in drinking water treatment, drinking water distribution systems, water quality or source water protection
  • Experience with Microsoft Office software including Microsoft Word and Microsoft Excel
  • Experience working collaboratively with others in a workplace or in an academic setting
  • Experience using organizational skills to monitor and track multiple on-going assignments
  • Experience relaying information to individuals regarding environmental or engineering concepts
