Introduction

       The State of Connecticut, Office of the State Comptroller (OSC), is an agency whose mission is to provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for the state, federal and municipal governments and the public. 

We are recruiting for two full-time ERP Financials Business Team Lead positions to work in the Core-CT Division.  The individual(s) in this role will be working within the Financial team and supporting the Supply Chain which includes processing of requisitions, purchase orders, workflow, contract management, punchout, PCards, and all purchasing transactions within Core-CT.  The incumbents will also be responsible for supporting transactions that integrate into other modules, i.e., Accounts Payable, Asset Management, Strategic Sourcing, etc.  In addition, the positions will be responsible for testing updates, coding fixes, system upgrades, year-end processing, agency questions and issues, business process re-engineering, recommending solutions to upper management, and supporting day to day issues regarding Supply Chain transactions.

Each position is a first-shift, 40 hour per week position located at the newly renovated State Office Building at 165 Capitol Avenue in Hartford, CT. This state-of-the-art building offers an on-site cafeteria, free garage parking, and ergonomic workspaces. The OSC offers an excellent salary and benefits package.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for supervising staff assigned to statewide Core-CT Enterprise Resource Planning (ERP) fiscal functions including integrated financials, supply chain management or enterprise services automation modules.

EXAMPLES OF DUTIES

Oversees assigned Core-CT ERP module; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; plans workflow; establishes and maintains unit procedures; determines priorities and allocation of resources; establishes guidelines and best practices for assigned module areas; determines and understands business and project requirements; develops solutions for agency issues within parameters of systems; identifies gaps and risks within various project elements; develops contingency plans to address gaps and major risks; maps processes to meet business needs, evaluating and redefining processes; communicates requirements to information technology staff for design and implementation of business solutions; tests, performs troubleshooting analysis and resolves complex problems; communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users; acts as liaison across modules, with operating units, information technology staff and agencies; oversees development of training programs that are applicable to assigned module; determines and addresses training gaps; develops communication strategy that educates, informs and keeps users up to date with best practices; maintains ongoing list of requests and modifications under consideration; develops comprehensive reports; participates in module and cross-module team meetings; develops procedures and documentation relating to assigned modules including creation and revisions to job aids; makes presentations; may participate in module project audit tasks; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of Peoplesoft or ERP (system) integrated module knowledge; considerable knowledge of principles and practices of public administration, governmental budget management and accounting including project costing; considerable knowledge of the integration of modules; considerable knowledge of grants and contract preparation and administration; considerable knowledge of purchasing principles and procedures; considerable knowledge of asset management; considerable knowledge of and ability to map business processes; considerable knowledge of and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software; knowledge of project management principles and techniques; knowledge of business re-engineering process; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to prepare and analyze financial documents and reports;; considerable ability to understand how the application does or does not support the State’s business process; considerable ability to identify, analyze and resolve highly complex business problems; considerable ability to utilize Enterprise Resource Planning systems for financial management; considerable ability to conduct task analysis; considerable ability to gather technical information and effectively communicate to the appropriate source; ability to train and make presentations; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience as a business analyst operating within financial systems.
Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional capacity independently performing a complex tasks in support of an integrated financials Enterprise Resource Planning system at the level of ERP Financials Business Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
3. For State Employees two (2) years of experience as an ERP Financials Business Specialist may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

• 2 years + experience and knowledge of PeopleSoft 9.2 Finance and Supply Chain
• Experience and knowledge of DAS and State purchasing policies and procedures
• Experience and knowledge of PeopleSoft reporting, analytical tools and workflow, i.e., EPM, STARs, PLSQL and PSQuery
• Excellent verbal and wrtitten communication, organization, planning, and interpersonal skills
• Good presentation skills and the ability to train users and colleagues
• Experience and knowledge of Microsoft Office suite, including Teams
• Knowledge of state statutes, GAAP, State Accounting Manual, and state accounting policies and procedures
• Strong attention to detail and proficient with technical analysis
