The State of Connecticut, Department of Transportation (DOT), is now accepting applications for an exciting Transportation Planner 2 role in the Environmental Resources Compliance Unit within the Office of Environmental Planning located at our headquarters in Newington, CT. It is the DOT's mission to provide a safe and efficient intermodal transportation network that improves the quality of life and promotes economic vitality for the State and the region.

The Role: The Environmental Resources Compliance Unit ensures construction projects and maintenance activities are compliant with State/Federal regulatory requirements and permits issued to the Department for work impacting regulated areas or natural resources.  This unit works directly with District Construction Inspection personnel to coordinate necessary permit modifications to facilitate construction schedules. If you have knowledge of and experience in transportation related noise regulations, State and Federal water and natural resource construction compliance requirements this could be the opportunity for you! You will read and interpret design/construction plans and specifications. You will also apply laws and regulations as they apply to Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA) and State funded projects. You will be primarily responsible for overseeing the Department’s Noise Program, which will include:

  • Review design and construction plans to ensure compliance with FHWA Noise Standards (23 CFR 772). 
  • Prepare noise studies and review noise studies prepared by Consultants. 
  • Maintain Department’s Geographic Information System (GIS) noise barrier mapping and database.
  • Update noise related construction specifications and guidance documents. 
  • Educate Department staff regarding noise policies and procedures. 
  • Oversee active construction projects with noise related commitments and respond to noise complaints from the public. 
  • Perform environmental site inspections on active construction projects. 
  • Review design plans/specifications, storm water registrations, and approve of Contractor submittals as they relate to permit authorizations, special conditions, and project environmental commitments.  
  • Utilize FHWA’s Traffic Noise Modeling Program (or equivalent) and Environmental Systems Research Institute (ESRI) software for both mapping and analysis components. 
  • Provide support and communication within the Department and with Federal Agencies regarding the Department’s Highway Traffic Noise Policy.  
  • Aid in managing the planning components of compliance with the Department’s Separate Storm Sewer Systems Permit (MS4 General Permit). 
  • Review maintenance activities within regulated areas and respond to public complaints.  
  • Report directly to a Supervising Transportation Planner or other employee of higher grade within the Office Environmental Planning. 
  • Field work and travel (primarily within the State) will be necessary.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: As assigned by a supervisor distributes, prioritizes, oversees and reviews office unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; prepares correspondence; performs related duties as required.
ADVANCED LEVEL: Performs complex tasks and assignments in developing, coordinating and reviewing transportation planning programs; recommends, coordinates or participates in transportation demonstration projects; participates in preparation and negotiation of agreements and contracts; oversees and participates in corridor studies; prepares and reviews reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations; coordinates activities or projects with local, regional, state and federal agencies, consultants and stakeholders as required; reviews consultants’ work; investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; may make presentations at legislative or public hearings; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Education, training, or experience in the fundamentals of environmental science, natural resources management, and construction management.
  • Experience reading and interpreting design plans, environmental permit applications/approvals, specifications, and construction contracts.
  • Experience interpreting contractor submittals relevant to environmental commitments, and other published documents and media such as aerial photography.
  • Experience with relevant State and Federal laws, statutes, and regulations particularly regarding the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) Noise Standards, Clean Water Act, and Endangered Species Act.
  • Experience interacting/working with design professionals, construction contractors, other State/Federal agencies, outside stakeholders, elected officials, and the public.
  • Experience implementing environmental project commitments for active construction projects in accordance with the National Environmental Policy Act & Connecticut Environmental Policy Act. 
  • Experience utilizing Microsoft Office 365 Suite, Bluebeam, Environmental Systems Research Institute (ESRI) ArcGIS, and Noise modeling related software.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
