We are thrilled to announce our search for a dynamic and collaborative professional who will serve as the hands-on, technical Manager of Unified Communications (Information Technology Manager 2)! Reporting directly to the Director of Infrastructure Services, you will initially have responsibility for the DAS BEST Unified Communications team and will lead the transition to the new Unified Communications, Center of Excellence team, under the Bits Infrastructure Services group. 

In your role you will work to inventory the deployed technology platforms and validate areas of ownership and responsibility. This could lead to decisions to transition work to other areas and similarly decisions around work performed by other areas that would transition to the Unified Communications team. More detailed examples of duties are listed below.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within a state agency information technology division, this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

  • Managing and performing (as needed) all implementation and support of on-prem and cloud, modern and legacy, Voice, Video, Fax, Contact Center, Omni-channel, and Collaboration Tools. 
  • Examples of platforms and expertise: Avaya Aura Communication Manager, Avaya Aura Contact Center Standard/Elite, Avaya Media Gateway, Avaya S8300 local survivable processor (LSP), Avaya Aura Messaging, Avaya System Manager, Avaya Session Manager, Avaya Session Border Controller, carrier consolidated SIP trunking (e.g. AT&T IP Flexible reach), Avaya Call Management System (CMS), Avaya Control Manager, voice-over-IP audio codec optimization, fax-over-IP/T.38, H.323/SIP trace/ladder analysis, redundancy and fail-over mechanisms, RightFax, Five9, Ring Central, Slalon, Amazon Web Services (AWS) Contact Center, Fujitsu, PRI/CO lines, overhead-paging, number porting, @comm (Atcomm) Call Accounting.
  • Supporting of multiple hundred sites and approximately 30,000 endpoints/users.
  • Leading all aspects of the inventory of UC capabilities and road-map the reduction of duplication and optimization of solutions.
  • Overseeing collaboration with customers, subject matter experts, support staff and other stakeholders to understand requirements, build unified vision on solution options and coordinate and produce presentation of findings and recommendations.
  • Overseeing work with IT security to ensure compliance and security requirements are adequately maintained.
  • Overseeing, maintaining, tracking and report: services; service levels; and service level commitments.
  • Management and oversight of subordinate employees in the following areas: performance management, mentoring and growth planning; work prioritization and planning; scheduling, coordination and approvals of time card and time-off.
  • Recommending and coordinating career development for subordinate staff. Manage, track and report subordinate staff efficiency and performance.

KNOWLEDGE, SKILL AND ABILITY

· Plan and Deploy for Business Results, which includes the ability to develop and implement business plans, IT plans, budget plans, and human resource plans in order to maximize budget allocations, technology, personnel and other resources to achieve agency and program goals.

· Business Knowledge, including knowledge of the technical, professional, procedural and legal requirements of the specific information technology area.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.

Note: For State Employees, this is interpreted to be two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s Degree.

2. A Master’s Degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience administering and maintaining on-premise Avaya Aura full application suite.
  • Experience with vendor management life-cycle.
  • Experience with license or expense management.
  • Supervisory experience.

SPECIAL REQUIREMENTS

1. The Information Technology Project Manager is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee a portfolio of large, long range or multiple on-going projects. The complexity of the assignment is determined by project scope, risk exposure, span of control, diversity of skill-sets and capabilities as well as the size of project budget and number of team members. They oversee all phases of projects from conception to completion utilizing PMI standards.

2. Incumbents assigned to positions designated to perform Information Technology Project Management may be required to possess Certification as a Project Management Professional (PMP).

3. The Solutions Architect is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee all aspects of solution architect projects which includes the development of technology solutions and mapping business requirements to systems and technical requirements ensuring alignment with the enterprise architectural plan.
