The State of Connecticut, Department of Emergency Services and Public Protection is recruiting for a

Scientific Services Laboratory Administrative Manager located within the Division of Scientific Services.

This position is located in Meriden, CT with a full-time (40 hrs/week) first-shift schedule, Monday - Friday.

Your Role

The Division of Scientific Services (DSS) provides forensic support to local, state and federal agencies throughout Connecticut. This division is divided into three analytical Sections. They are the Chemical Analysis Section (including toxicology, controlled substances, and arson), the Forensic Biology/DNA Section, and the Identification Section (including computer crimes). The laboratory also has two non-analytical Sections: Quality Section and Laboratory Support Services (including Administration, Evidence Receiving, and Case Management).

This role will function within the Laboratory Support Services Section. This position is responsible for the administration and comprehensive programming to manage the evidence of criminal and civil cases in the forensic lab.

As the Scientific Services Laboratory Administrative Manager, you will:

  • Manage the staff and operations of the Support Services Unit;
  • Coordinate, plan and oversee division activities;
  • Formulate program goals and objectives;
  • Collaborate on the formulation of Support Services Unit policies and procedures;
  • Maintain compliance with all policies and procedures of the laboratory, Federal Bureau of Investigation (FBI), Quality Assurance Standards (QAS) and the ANAB ISO/IEC 17025 Forensic Accreditation;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of Scientific Services, this class is accountable for the administration of a comprehensive program to manage the evidence of criminal and civil cases in the forensic laboratory.

EXAMPLES OF DUTIES

Manages assigned staff and operations of the forensic laboratory; coordinates, plans and manages division activities; develops, implements and evaluates standard operating procedures, goals and objectives; implements and reviews new and current procedures; reviews administrative operations for conformance to laboratory accreditation standards, department policy, and statutory and regulation requirements; oversees development and operation of laboratory information management system (LIMS) and other information systems in laboratory; responsible for laboratory support functions including fiscal, human resources, labor relations, facilities and legal; prepares or assists in preparation of budgets; maintains contacts with individuals both within and outside of program who might impact on program activities; manages laboratory grants and coordinates activities with departmental, state and federal entities; manages staff in evidence receiving and case management to ensure all accreditation standards are met for chain of custody of cases and evidence; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; responds to inquiries and provides assistance to the Chief States Attorney, Office of the Medical Examiner, the law enforcement community and laboratory customers; sets benchmarks, reviews metrics and generates statistical reports on laboratory operations; organizes and coordinates laboratory services and development programs for recognition of evidence; prepares comprehensive technical reports and scientific and/or educational materials; monitors security and key pass system; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of scientific principles, data gathering and presentation; considerable knowledge of principles and practices of public administration; considerable knowledge of governmental budget management, purchasing principles and procedures; knowledge of grants and contract development and administration; knowledge of principles and practices of analytical procedures and investigatory techniques; knowledge of computer databases systems; considerable interpersonal skills; considerable oral and written communication skills; ability to train all levels of personnel.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Master's Degree in a science, public administration, public health or closely related field and two (2) years of professional experience working in a criminal justice or public health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory or administrative capacity supporting a division director or department head.

PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Experience in a laboratory performing administrative functions;
  • Experience using a Laboratory Information Management System;
  • Experience in an administrative capacity working with the Connecticut Criminal Justice Systems;
  • Experience in formalizing policy and developing and writing Standard Operating Procedures.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required to work flexible hours.

3. Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
