The State of Connecticut, Department of Revenue Services (DRS) is looking to hire a Tax Appellate Specialist in Hartford.

JOB DETAILS
DRS is seeking to hire a Tax Appellate Specialist in the Appellate Subdivision in the Litigation Division of the Legal Services Bureau. The Appellate Subdivision is responsible for reviewing protests filed by taxpayers. Protests allow taxpayers who disagree with decisions of the Department (generally, decisions to assess a taxpayer or decisions to deny a claim for refund) to receive additional administrative review of these decisions. Upon issuance of a final determination by the Appellate Subdivision, taxpayers have the ability to seek review of the Department’s actions by filing an appeal to the Tax Session of the Connecticut Superior Court. As such, the Appellate Subdivision is the first stage of tax litigation in the State of Connecticut.

The responsibilities of a Tax Appellate Specialist in the Appellate Subdivision include, but may not be limited to, the following:
  • Reviewing case analyses, proposed final determinations, closing agreements, tracking reports, etc. prepared by staff as assigned across all tax types;
  • Reviewing and developing a plan for resolution of the most complex protests across all tax types including analyzing complex fact patterns, addressing complex legal issues under the guidance of the Tax Litigation Director and General Counsel, and preparing administrative subpoenas for production of documents;
  • Conducting hearings on the most complex protests across all tax types;
  • Acting as a witness and preparing affidavits for matters in litigation;
  • Working with staff as assigned to establish priorities and plans for managing caseloads assigned to staff; and
  • Conducting performance reviews of staff as assigned.
This is a full-time, 40 hour-per-week position located in Hartford, CT. Schedule is Monday-Friday from 8:00am-4:30pm.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Appellate Division, this class is accountable for acting as a working supervisor for Tax Appellate Officers engaged in the resolution of formal appeals to taxpayer assessments in a specialized area of taxation and for resolving the most complex cases.

EXAMPLES OF DUTIES

Plans unit workflow and determines priorities; schedules, assigns, oversees and reviews case work; establishes and maintains unit procedures; provides staff training, assistance and development; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; may make recommendations on policies or standards; identifies trends or issues impacting tax audit policy; reviews protested tax liability case files and performs analysis; conducts informal conferences and formal hearings with taxpayers and/or their representatives as an impartial party and renders decisions for the most complex protested tax liabilities cases; reviews decisions in area of expertise for consistency with tax statutes, policies and past practices; determines impact of adjudicated cases on cases pending in the Division; prepares statistical files and reports on appellate case management; may recommend changes to tax legislation; may work with the Attorney General's Office on litigated tax liability cases; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the principles and practices of accounting and auditing; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable oral and written communication skills; considerable interpersonal skills; ability to apply judicial decisions to the interpretation of the statutes; considerable ability to analyze and evaluate financial statements and tax reports; ability to conduct hearings; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved the interpretation and application of tax law and fiscal principles at or above the advanced professional working level of Revenue Examiner 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years.
2. A Master's degree in accounting or taxation may be substituted for one (1) additional year of the General Experience.
3. Certification in either of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor.

PREFERRED QUALIFICATIONS

  • Experience handling legally and factually complex tax matters
  • Experience with multiple tax types
  • Experience addressing issues in tax types with which the incumbent lacks familiarity
  • Experience handling a voluminous case load by thinking critically
  • Experience employing effective time management skills while balancing and prioritizing workloads and responsibilities
  • Experience relaying complex legal positions taken by the Department of Revenue Services through written work and verbal communication, including a discussion of the relevant statutory framework and case law
