Introduction

The State of Connecticut, Department of Aging and Disability Services (ADS), Bureau of Disability Determination Services, is seeking to fill an Education Service Specialist position. The selected candidate will be responsible for conducting reviews on the medical, vocational, technical, and legal aspects of a wide range of disability claims as well as providing training to case processing and medical consultant staff. This Education Service Specialist position will be responsible for ensuring DDS staff is compliant with the overall policies and criteria of the SSA disability program involving initial, reconsideration, and continuing review claims. This position will be expected to provide feedback orally and in writing on disability policy and technical issues and also provide guidance and training to consultant staff regarding residual functional capacity evaluations and other assessment forms. This Education Services Specialist will need to organize a high volume of work to meet accuracy and production requirements, analyze data to identify trends, draw well-supported conclusions, and prepare management information reports. This position may assist with training, policy review and workloads when necessary.

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Aging and Disability Services, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, and Education assists in planning and executing a program for the improvement of education in the State, responsible under supervision for carrying out specific assignments of limited difficulty and scope.

EXAMPLES OF DUTIES

Assists in the development and administration of educational programs and services offered by the State; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may personally administer certain phases of educational program within the framework of bureau policy; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree and three (3) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

  • Experience with the Social Security Disability regulations, policies, and methods
  • Experience conducting quality reviews on Social Security Disability claims
  • Experience explaining disability policy and technical issues to disability examiners and medical consultants
  • Experience with production requirements and deadlines

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
