The State of Connecticut, Department of Revenue Services (DRS) is excited to announce the opportunity for a Learning Management System (LMS) and Talent Development Administrator position within the agency's Organizational Development Unit (ODU). We are seeking candidates who have experience in administering a learning management system, creating training lessons for employees, and consulting with agency leadership on the training needs of the workforce to discover this unique opportunity!

Position Highlights: 

DRS is building a Training Center that will serve as a critical compass for developing a repository for tax specific training, formalizing training for trainee positions, and educating our workforce on the best practices of DRS organizational efficiency and process improvement programs. 

The Learning Management System and Talent Development Administrator will hold a pivotal role in consulting on the development of training content while utilizing a robust LMS. This is a 40 hour per week position working Monday to Friday, 8:00 A.M. to 4:30 P.M. located in Hartford, CT. 

Some key functions of this position will be to: 
  • Implement, administer and maintain the LMS to maximize uptime and efficiency; 
  • Build and own a robust reporting structure for internal partners and workforce training materials; 
  • Assist Subject Matter Experts (SME's) in creating customized courses, testing and tax training content; 
  • Provide technical support to the workforce. 
The ideal candidate for this position will also possess the ability to lead project development teams and will: 
  • Work with SME's and other tax administration resources to develop and organize learning topics on the LMS or other tax administration resources systems; 
  • Develop and maintain standard operation procedures for the DRS Training Center; 
  • Communicate with all levels and departments across the organization; 
  • Be a go-to resource on project teams associated with performance and learning strategies; 
  • Ensure that adult learning principles are included in all the curricula delivered by the Training Center.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  

SUPERVISION RECEIVED

Receives general direction from an administrative official of higher grade.  

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

In addition to the duties listed above, the Learning Management System and Talent Development Administrator will also be responsible for the following:
• Defining and managing user roles and accounts;
• Working with the LMS vendor, Teams workgroups and internal IT/operations staff troubleshooting technical issues;
• Analyzing reports and training usage in order to make strategic recommendations to the broader team;
• Making recommendations for improvements to the enablement tools and other instructional technologies;
• Conceptualizing, building, and managing user-friendly structural workflows such as curriculums, ILT, skills, tests, and learning objects;
• Partnering on and supporting the creation of job aids, eLearning, micro learning, and more;
• Collaborating with stakeholders to use LMS to curate DRS specific onboarding, self-directed Tax Administration learning, workshops, webinars, contests, ILT and virtual, eLearning;
• Collaborating with stakeholders to offer resources for career development within the LMS to optimize the progress of our workforce;
• Working with Subject Matter Experts (SME’s) and other tax administration resources to develop and organize webinar learning topics on LMS or other tax administration resource systems;
• Identifying, researching, testing and helping to implement new technology and resources;
• Working independently.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of project management; considerable knowledge of the principles and practices of business and public administration with emphasis on effective organization, administration and management considerable ability to analyze organizational problems and determine effective solutions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment. 

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

3. Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience administering Learning Management Systems; 
  • Experience developing reports, skills assessments, profiles, content authoring, video editing, and virtual and/or interactive e-learning modules; 
  • Experience with online learning design tools such as Articulate or Adobe Captivate; 
  • Experience analyzing, assessing and redesigning LMS modules for participation and performance based learning objectives, SKA's and training module content; 
  • Experience consulting with leadership, subject matter experts and other stakeholders to analyze and recommend learning solutions that drive improvements in performance and business results; 
  • Experience using the Microsoft Office Suite to its fullest functionality; 
  • A Bachelor's degree from an accredited university or college.
