Introduction


The State of Connecticut, State Department of Education (SDE) is looking to hire a dynamic person interested in working as an Education Division Director 1 to be the Assistant Superintendent of the Connecticut Technical Education and Career System (CTECS). This job title reports to the Superintendent. This position is located at 39 Woodland Street in Hartford and is a 12-month position, 40 hours per week, Monday – Friday, 8:30 a.m. - 4:30 p.m. However, work schedule flexibility is required in order to meet the demands of the job.

What will be your role: The Assistant Superintendent for Pupil Personnel and Student Services is responsible for developing and monitoring systems for state/federal statutes and regulations pertaining to IDEIA (Individuals with Disabilities Education Improvement Act) and Section 504 of the Rehabilitation Act, for special education and related services, FERPA (Federal Education Rights & Privacy Act), provide professional development and consultation to special education and pupil services leaders that relate to the department's responsibilities under theses statutes/regulations.  

The Assistant Superintendent also performs related duties as assigned by the Superintendent, as well as evaluates coaching and/or mentoring approximately three (3) school principals.  

The Assistant Superintendent would plan, administer, supervise and provide leadership for the Connecticut Technical Education and Career System (CTECS) formally known as the Connecticut Technical High School System.

CTECS includes 17 high schools and one technical education center and two Aerotech programs which enrolls 10,700 secondary students and has 1,400 staff.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education, this class is accountable for directing the operations and activities of an Education Division or the Connecticut Technical Education and Career System.

EXAMPLES OF DUTIES

Directs the staff, budget and operations of an education division, internal administration and management division or the Connecticut Technical Education and Career System; coordinates, plans and manages division activities; develops comprehensive long and short term goals and objectives which support educational initiatives and agency mission; participates and makes recommendations in review and formulation of agency policy, exercises general supervision over various forms of educational programs and services offered by the State to local school authorities, professional organizations, certain lay groups and individuals; exercises general supervision over internal management policies and programs as offered to local school authorities, professional organizations, other state agencies and State Department of Education staff; acts as consultant with respect to these programs and services; interprets and administers pertinent laws of bureaus; oversees fiscal operations of bureaus; prepares and presents reports before the State Board of Education; evaluates and assesses staff performance; serves as a member of the Commissioner's Senior Leadership Team; responds to inquiries from the Governor, federal, state and local educators concerning education initiatives and programs of bureaus; maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education, with emphasis on educational administration and management; considerable knowledge of the objectives and purposes of educational programs within area of specialty; considerable knowledge of the principles of professional management; considerable knowledge of public school administration; considerable knowledge of the principles and techniques of budgetary preparation and fiscal management; considerable interpersonal skills; considerable written and oral skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; administrative ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and eleven (11) years of professional experience in the field of education or related areas.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial capacity in the oversight of the development or administration of an educational bureau, system, operation, school or service.

1. Managerial capacity is defined as full time managerial responsibility for a major program. Position will have supervisory responsibilities but the emphasis should be management activities defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies, developing and/or monitoring a budget.

2. For State Employees, the Special Experience is interpreted at the level of Education Bureau Chief.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.

2. An advanced degree and five (5) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may substitute for the General Experience and the Special Experience.

PREFERRED QUALIFICATIONS

  • Experience serving as a professional administrator for a large school system (approx. 7,000 students), with responsibility for special education, pupil personnel, or student services.
  • Experience serving as a Building Principal or in a central office leadership capacity.
  • Experience with Positive Behavior Intervention and Supports (PBIS) restorative justice models, and school climate metrics and protocols.
  • Experience incorporating professional learning community principles and practices and data driven-decision making into district and school structures.
  • Experience developing and reflecting coherent structures within school programming.
  • Experience managing compliance with state and federal requirements and monitoring programmatic and policy effectiveness.
  • Certification in one of the following: school counseling, special education, social work or [as a] school psychologist.
