Introduction



The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to ensure a fair and equitable marketplace as well as safe products and services for consumers in the industries that it regulates.

The Drug Control Division has a current opportunity for a Consumer Protection Licensing Supervisor. This role oversees compliance and enforcement of all laws and regulations concerning the distribution of drugs within Connecticut, all pharmacy inspections and audits and conducting investigations on health care professional for improper prescribing, diversion, and misuse of controlled substance medications. The Drug Control Division is also responsible for the state's Medical Marijuana Program and the Adult Use Cannabis Program if it is approved by the legislature. 

This position is located at 450 Columbus Boulevard in Hartford, CT.  It is full-time (40) hours per week positions. The work schedule is Monday through Friday, weekend/evening hours may be required. 
 
Proposed legislation during the 2021 session would authorize an adult use cannabis marketplace that will require these positions. These positions will only be filled if this legislation passes. The Consumer Protection Licensing Supervisor will be responsible for duties that vary considerably depending on nature of program and current stage in its life cycle.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection, this class is accountable for supervising staff engaged in processing license applications and renewals.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; ensures efficiency of unit operations through research and analysis of workflow and licensing activity; provides licensing expertise in research, planning, set-up, implementation and maintenance of centralized licensing and enforcement software systems; researches and responds to complex inquiries from consumers, staff, state agencies and legislators; participates in agency workflow analysis and incorporation of agency operations into integrated software solutions; monitors various impacts on agency licensing and enforcement operations such as legislative or industry changes; makes recommendations to incorporate systemic changes to maintain optimum operational efficiencies; participates in agency-wide special projects as assigned; may supervise lockbox revenue system and ensure revenue processing complies with all applicable statutes and regulations; may supervise centralized telephone call system for consumers; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of licensing and registration systems; considerable knowledge of relevant state and federal laws, statutes and regulations on licensing and revenue processing; considerable knowledge of relevant agency policies and procedures; knowledge of and ability to utilize and manipulate automated systems; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret statutes and analyze facts; supervisory ability; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in governmental regulatory licensing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been processing license and registration applications at the professional level in a governmental regulatory agency or in a regulated industry.

Note: For State Employees, this is interpreted to be at or above the level of License and Applications Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  2. A Master’s degree in public administration may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience using automated licensing systems for registration and licensing of applicants. 
  • Experience interpreting state and federal laws, statutes and regulations for licensing and revenue processing. 
  • Experience applying agency policies and procedures. 
  • Experience coordinating with internal and external stakeholders. 
  • Experience utilizing computer software to generate reports.
