ABOUT THE AUTHORITY
The State of Connecticut Paid Family and Medical Leave Insurance Authority (the "Authority") is a quasi-governmental agency formed by statute and signed into law by Governor Ned Lamont in 2019. Our mission is to help Connecticut’s workforce navigate health challenges and life changes with greater financial security. Through a trust funded by employees, the Paid Leave Authority makes benefit payments to eligible employees when either the employee or their family member takes a leave from work.

THE ROLE
We are seeking a Business Analyst who will report to the Chief Operations Officer and is responsible for supporting data analysis, employer/stakeholder outreach, and general department initiatives for business analysis and process development where needed.  This team member will work closely with all functional areas of the CT Paid Leave team.

EXAMPLES OF DUTIES

The Business Analyst role will support the CT Paid Leave Authority team for multi-functional support:
  • Research and synthesize information from data analysis. Identify actions or remediation steps for data where needed;
  • Identify and document features for the CT Paid Leave platforms (website, payment processing, claim administration) that add the most value and support operational needs;
  • Under general direction, formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and requirements;
  • Prioritize features working closely with the Product owner(s);
  • Perform informal tests and UAT on developed product;
  • Support Product owner(s), compliance lead, and Finance lead on data analysis and special projects;
  • Proactively identify and address issues for CTPL platforms or processes;
  • Works on special projects under the direction of the Outreach and Engagement team to engage employers and related stakeholder communities to become informed and registered with CT Paid Leave.

PREFERRED QUALIFICATIONS

Education and Experience:
  • Experience working with Salesforce Solutions;
  • Bachelor's Degree Computer Science or Business Administration, or equivalent experience; 
  • Five (5) years systems analysis or related experience.
Key Skills:
  • Experience using verbal and written communication with internal and external customers;
  • Experience identifying creative solutions to complex issues with stakeholders;
  • Experience prioritizing work and meeting time sensitive deadlines, including follow-through while balancing and prioritizing multiple activities and responsibilities.
  • Experience establishing and maintaining effective working relationships with coworkers, managers and business stakeholders. 
  • Experience with virtual face-to-face technology in professionally engaging and present settings via (phone, MS Teams, Zoom, WebEx, chat, etc).
