Introduction



The State of Connecticut, Department of Revenue Services (DRS) invites its qualified agency employees to apply for the position of Revenue Services Tax Supervisor. This internal promotional opportunity is available in the Enforcement Unit within Collections and AR Management Division.

The Enforcement Unit currently consists of twenty-two full-time employees, organized across three teams: the Electronic Warrant Team, the Field Services Team, and the Hearings Team.

The Revenue Services Tax Supervisor will be responsible for overseeing employees engaged in civil tax enforcement activities such as bank levies, wage garnishments, service of field warrants, credit card merchant warrants, state vendor offsets, third party levies, and bond or permit or license suspension hearings. They will also be responsible for providing advanced supervisory duties, working independently, and will be a subject matter expert for all enforcement activities assigned in the unit.

This is a full-time, first shift, 40 hours per week position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for assisting in planning, supervising and coordinating a major tax unit.

EXAMPLES OF DUTIES

IN ALL AREAS: Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures, develops or makes recommendations and assists in implementing new policies to be used in the auditing, collection or registration and processing of tax returns; acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares and maintains narrative, financial and statistical reports on audit assessment, overdue revenue or registration/processing production; assists in administration of fraud programs; recommends changes to existing tax legislation and regulations; may oversee special projects in response to legislative initiatives, such as floor taxes, rebates, or amnesty programs; may serve as a subject matter expert for agency wide initiatives; may represent agency at meetings of special groups such as CPAs, attorneys, etc.; performs related work as required.

IN THE AUDIT DIVISION: Supervises audit review programs to ensure an accurate and uniform review of completed audit reports, work papers and related materials; assists Tax Unit Manager in directing audit programs; assists in directing, planning and coordinating work of revenue examiners responsible for performing audits or investigations of accounts of individual taxpayers and complex businesses to determine compliance with various state taxes; coordinates development and implementation of Electronic Data Processing (EDP) audit programs; may conduct hearings and conferences with taxpayers and their representatives involved in disputed tax and audit matters.

IN THE COLLECTIONS OR CRIMINAL INVESTIGATIONS UNIT: Supervises collection and compliance programs to ensure that they are fairly, uniformly and accurately administered; reviews financial statements of most complex businesses and taxpayers to determine ability to pay tax debts and whether an offer of compromise should be approved or denied; assists Tax Division Assistant Chief in coordinating development and implementation of compliance programs; assists in directing, planning and coordinating work of revenue agents and tax hearing officers responsible for performing investigations of accounts of individual taxpayers and complex businesses to determine compliance with various state taxes; coordinates development and implementation of compliance programs; may conduct hearings and conferences with taxpayers and their representatives involved in disputed tax enforcement matters.

IN THE OPERATIONS DIVISION: Supervises the timely and accurate production of a variety of operational tax functions requiring knowledge of multiple tax types including corrections, accounts receivable billings and refunds, processing, registrations, revenue accounting and tax publications; plans, implements and oversees research and other projects within assigned area of expertise; analyzes, reviews and makes recommendations on ways to improve the administration of multiple tax types; performs long range financial and programmatic strategic analysis, planning and program evaluation; provides input into the impact of budgetary proposals and legislative changes; interprets and monitors tax administration functions in accordance with established policy and legislative intent; consults with and advises agency personnel on policy, operations and procedures; advises taxpayers on various State statutes and regulations.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of accounting and auditing or tax administration; considerable knowledge of tax statutes of Connecticut; considerable knowledge of principles and methods of modern professional management; considerable ability in interpretation and application of laws and regulations; considerable ability in written and oral expression; considerable ability to prepare comprehensive written reports; ability to deal effectively with others; ability to utilize EDP systems for financial analysis and management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in technical accounting, auditing, tax administration, tax collection, tax enforcement or computerized financial recordkeeping systems involving the interpretation and application of tax laws and fiscal principles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved responsibility for conducting complex tax audits, collections or tax administration. For State Employees, this is interpreted at the level of Revenue Examiner 4, Tax Operations Unit Supervisor, Tax Collections Supervisor, or Tax Appellate Specialist.

OR

Two (2) years of the General Experience must have involved responsibility for conducting complex tax audits, collections or tax administration. For State Employees, this is interpreted at the level of Revenue Examiner 3, Tax Corrections Principal Examiner, Tax Collections Assistant Supervisor, Tax Hearings Officer or Tax Appellate Officer.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of employment up to a maximum of four (4) years.
2. A Master's degree in accounting may be substituted for one additional year of the General Experience.
3. Examination requirements met in any of the following may be substituted for one (l) year of the General Experience: Certified Public Accountant, Certified Internal Auditor or Certificate in Management Accounting.
4. One (1) year of experience as a Revenue Examiner 4, Tax Operations Unit Supervisor, Tax Collections Supervisor, or Tax Appellate Specialist may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Experience in tax collection processes and case resolution options.
  • Experience working in a multi-tax type environment.
  • Experience with the ITAS and CTAX systems case creation and case management processes.
  • Experience dealing with difficult people in person or on the phone.
  • Experience in problem solving.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
