PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer, this class is accountable for the administration of the state's second injury or other related special fund and/or program.

EXAMPLES OF DUTIES

The Special Fund Administrator is responsible for directing staff and operations of collections within SIF and UCP; direct collections and enforcement of all claims due SIF and UCP; formulates program goals and objectives; interprets and administers pertinent laws, rules and procedures; assists with the development of policies related to collections; assists with the preparation of division budgets; assists in developing, implementing and updating SIF and UCP policies and procedures for collections; supervises preparation of reports by assigned staff; has considerable knowledge and ability to apply management principles as it pertains to collections; prepares responses to inquiries and or complaints; prepares synopses of difficult and complex cases for the Assistant Treasurer; oversee the filing of bankruptcies, overpayments, adjustments; write-offs; etc.

The Special Fund Administrator is also responsible for contract management within SIF and UCP, negotiation, preparation and compliance with contract terms; tracking of contract spending, expiration dates,  and contract amendments with SIF and UCP contracts; assists with the drafting of requests for proposals; oversees requests for proposals issued by SIF and UCP; assists with the development of various subjective evaluation criteria and project plans with the Assistant Treasurer; tracks vendor performance as outlined in each contract within SIF and UCP; requests and tracks compliance with SOC reporting requirements within each contract as well as diversity statistics and compliance with insurance requirements. 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant agency policies and procedures; considerable knowledge of professional accounting and auditing principles and practices; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to devise, implement, evaluate and analyze accounting and internal control systems, forms, methods and procedures.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity over professional staff.

Note: For state employees, supervisory capacity is interpreted at the level of Supervising Accountant or Supervising Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in accounting or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Considerable knowledge and ability to apply management principles and techniques.
  • Considerable knowledge of principles and practices of collections.
  • Considerable knowledge and experience in preparation of financial and statistical reports and governmental accounting and budgeting. 
  • Must have ten (10) years of professional experience in accounting or auditing.
  • Must possess and retain the designation of Certified Public Accountant at time of appointment.
