Introduction

The State of Connecticut, Department of Public Health (DPH) is hiring! We are seeking a qualified individual for the position of Environmental Sanitarian 1 (temporary). This Environmental Sanitarian 1 position will work in Department of Public Health's Environmental Health and Drinking Water (EHDW) Branch under the Food Protection Program (FPP).

The Department's EHDW Branch regulates over 2,500 public water systems that provide safe drinking water to over 2.8 million people in the State of Connecticut and oversees activities related to food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and licensure.

This Environmental Sanitarian 1 position will be responsible for traveling throughout the state to evaluate the safety of meals delivered to a selection of Summer Food Service Program feeding sites funded by the CT Department of Education. The work involves ensuring the food being delivered is held at safe temperatures and protected from contamination. Candidates must be able to work independently with supervisory guidance.

Please Note: The anticipated duration of position is July and August 2021, while sites are in operation.

Duties of this Environmental Sanitarian 1 position include the following:

  • Working, in cooperation with an Environmental Sanitarian 2, to conduct health inspections of a selection of the approximately 600 feeding sites
  • Reviewing reports with operators
  • Providing education, as needed
  • Collecting food samples, as needed
  • Writing reports, preparing letters and preparing a final report
  • Reporting findings to the FPP supervisor

The work schedule for this position is part-time, typically Monday - Friday, up to 34 hours per week. The schedule is flexible and based on the hours of operation of the feeding sites. Some office time will be required, however majority of the time will be spent in the field at feeding sites and preparing reports at home.

Applicants to this recruitment must posses a valid drivers license. A state car and laptop will be provided.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for independently performing a full range of tasks in associated with investigating and reporting on environmental health problems, providing consultation services and insuring proper application of health regulations.

EXAMPLES OF DUTIES

Inspects and/or investigates complaints within an assigned area such as lead and asbestos abatement activities; investigates vectors and disease sources (e.g. food borne outbreaks); explains health regulations and proper enforcement actions to violations; issues practitioner operating licenses/certifications; performs research studies and statistical analyses; takes samples and performs tests; provides technical assistance to develop and/or plan policies; interprets laboratory results; performs mathematical computations; writes inspection reports; reviews legislation pertaining to Public Health Code and related laws; may act as a regulatory and technical consultant to public and private sector regarding environmental health; may address public and other interest groups; may assist in programmatic implementation and data management of projects under grant or state funding; may evaluate environmental health programs, areas, and equipment; may conduct training courses on health and safety; may prepare informational letters for local health departments and the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of causes, impacts, and prevention of environmental health problems in communities; knowledge of mathematical concepts including statistical analysis; knowledge of biological concepts and principles relating to environmental health; knowledge of relevant state and federal laws, statutes and regulations; knowledge of inspection and investigatory techniques related to public health hazards; interpersonal skills; oral and written communication skills; ability to analyze health conditions and recommend effective solutions; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in environmental health technical operations.

NOTE: Environmental health is a broad discipline that is concerned with assessing and controlling the impact of the environment on human health.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in environmental health or public health including twelve (12) semester hours of environmental health courses may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with food safety practices
  • Completion of Food Protection session of the Environmental Health Training Program at SCSU
  • Experience writing clear and concise reports
  • Experience evaluating condition of food to determine wholesomeness
  • Experience communicating deficiencies found during evaluations, both verbally and in writing

 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
3. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of personal injury or physical harm due to on site environmental conditions and some discomfort from year round weather conditions.
