The DMHAS, Connecticut Valley Hospital (CVH) seeks a qualified and experienced individual for a Medical Records Supervisor 2 within the Administrative Support and Services Division.  This position is located in the Health Information Management (HIM) unit at 1000 Silver Street, Middletown, CT.  This is a full-time, 40 hours per week position, with a work schedule of Monday through Friday, 8:00 a.m. to 4:30 p.m.  The position number is 24807.

In this role you will: 

  • Develop plans for organizing and prioritizing functions to enhance departmental operations: 
  • Establish departmental goals and objectives to be met; 
  • Implement quality control measures to enhance department functionality; 
  • Participate and/or assist in related committees; and
  • Serve as a resource and work collaboratively with clients, clinical staff, co-workers, regulatory affairs, and outside agencies regarding general medical records information, proper documentation, release of information and confidentiality.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services, Connecticut Valley Hospital this class is accountable for supervising the administration and maintenance of all medical records for the hospital and providing records retention services for other facilities as required.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff technical and clerical training programs; conducts performance evaluations; determines priorities and plans Medical Records department work; establishes and maintains medical records procedures; recommends program goals and objectives and ensures they are met; assists in development of related policy; designs and manages health care information systems monitored by comprehensive statistical reports, detailed medical record form design and thorough medical record quality control checks; evaluates quality assurance, organization and operation of medical records services in relation to Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards, Medicare and/or Medicaid regulations, Public Health Code standards and other governing bodies which might impact on federal funding; interprets and administers pertinent laws; prepares or assists in preparation of department budget; maintains professional contacts with individuals both within and outside of state who might impact on record keeping activities; serves in a consultative role to medical professionals on proper methods of medical documentation; prepares reports and correspondence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant agency policies and procedures; considerable knowledge of modern medical records administration; considerable knowledge of Joint Commission on Accreditation of Healthcare Organizations; considerable knowledge of medical record terminology with particular emphasis on International Classification of Disease Adopted procedures and human anatomy (ICD), Diagnostic Statistical Manual (DSM) and Current Procedure Terminology (CPM); considerable knowledge of medical record coding principles and techniques; considerable knowledge of organization of medical institutions; considerable knowledge of principles of statistical data tabulation and analysis; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the maintenance of medical records and preparation of statistical reports.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

1. One (1) year of the General Experience must have been in a supervisory capacity of a medical records function.

2. Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) may be required at the time of appointment to this class in accordance with the Comprehensive Accreditation Manual for Hospitals (CAMH) and the Joint Commission.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in medical record administration may be substituted for the General experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess a Certification as a Registered Health Information Administrator or Registered Health Information.
