Who we are:

The Department of Energy and Environmental Protection (DEEP) Fisheries Division – CT Aquatic Resources Education (CARE) program has been teaching youth, adults, and families basic fishing courses and promoting environmental stewardship since 1986. In that time frame, over 200,000 citizens of CT have participated in free fishing classes taught by staff and certified volunteer fishing Instructors. By utilizing interactive lessons and activities, PowerPoint presentations, and hands-on fishing trips students leave with basic fishing skills and a deeper connection and appreciation for Connecticut’s natural resources.

Job Details:

The Fisheries Division is seeking to recruit an outgoing, motivated, and talented person who will greatly increase the relevance, diversity, and inclusivity of the CARE program and it’s messaging for the residents of Connecticut, particularly in urban communities. The candidate will develop creative digital content related to fish and fishing in English and in Spanish. This person selected will enthusiastically interact with the public during “learn to fish classes” and patiently assist new anglers while fishing.  The maintenance and repair of fishing equipment is included in duties for this position. 

The CARE Education Center is closed to the general public and is only open to people participating in our Fisheries Education programs.  As such, the conditions for fishing and wildlife observation are superb.

Schedule: 35 hours per week, hours vary and include some night and weekend work

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES

  • Lead classes on fishing techniques
  • Lead fishing trips to various waters statewide
  • Establish and nurture relationships with community partners, especially in CT’s urban centers
  • Foster relationships with existing certified volunteer fishing instructors and recruit diverse and inclusive cohorts of new certified volunteer fishing instructors.
  • Actively contribute to Fisheries Division’s efforts to increase participation in fishing
  • Create social media posts to promote fish and fishing
  • Create and maintain fish and fishing related web pages 
  • Obtain video and photographs to support high quality visual messaging
  • Publish monthly e-newsletter and contribute to CT Wildlife Magazine
  • Lead a team of seasonal staff to accomplish program goals and objectives
  • Maintain all fishing equipment and distribute to partners as necessary

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience speaking Spanish
  • Experience specializing in promotional marketing/communication
  • Experience with outdoor education, digital media production, fisheries biology or management and environmental science
  • Experience with fishing
  • Experience with public speaking
  • Experience working with a diverse population
  • Experience with video creation, cinematography, photography, media editing and developing social media content

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
