The State of Connecticut, Department of Transportation (DOT) is seeking dynamic candidates for a Digital Content Specialist (Visual Media Designer 2) to develop inclusive content strategies, grow our online presence and community, and track its growth.

Our Office of Communications is tasked with providing and coordinating timely and accurate information to the public about transportation issues, construction projects, public transit operations, traffic and roadway conditions, emergency operations, special initiatives, and achievements through multiple communications channels. Our office works closely with cross-functional teams and staff to synthesize complex information and pull insights from data to share with a wide range of audiences. In addition to working with the media, the Office fields public inquiries and concerns. Among other things, we draft, design, and disseminate content for internal and external purposes, coordinate events, and most recently support virtual public engagement and social media. 

Position Highlights: 

We are seeking a proven Digital Content Specialist to develop, implement, track and optimize our digital marketing and communications across all digital channels. This position is part of the Communications Team and reports directly to the Director of Communications. The incumbent will be based out of Newington, CT. 

As a Digital Content Specialist, you will be responsible for building a brand identity and online presence through the creation and dissemination of multimedia content online. This involves developing content strategies that are customer centered, equitable, and inclusive. This position requires a hands-on approach to day-to-day communications activities, such as drafting and editing along with staffing events. 

The ideal candidate is an accomplished communications professional with a willingness to introduce fresh perspectives to the communications operations, team, and department. We need your superior English and Spanish language skills in online and social media proficiency, graphic design, and strategic communications to fulfill this role. As an applicant, you should have experience working with Adobe Creative Suite and website analytics tools (e.g., Google Analytics). 

Additionally, it is preferred that the applicant have experience setting up and optimizing Google AdWords campaigns; experience with keyword placement and SEO; and experience in optimizing landing pages and user funnels.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the design and preparation of hardcopy and electronic print formats for use on websites and printed materials and in the creation of visual representation or supporting media for complex engineering projects.

EXAMPLES OF DUTIES

In this key role you will:
• Design, build and maintain our online and social media presence
• Be responsible for visual design projects including graphic design for social media campaigns, videography, photography, signage, and digital signage
• Play an integral role in shaping perceptions and influencing public awareness of our long-term vision, strategy, and programs for serving the mobility needs of Connecticut’s residents and businesses while supporting economic growth, strong communities, and a healthy sustainable environment
• Plan digital marketing campaigns, including web, SEO/SEM, email, social media, digital signage, and display advertising
• Measure and report on the performance of all digital communications and marketing efforts
• Evaluate and make improvements to website navigation, accessibility, and usability, utilizing analytics to make improvements to webpages, and integrating multimedia content and social media feeds into the website
• Have knowledge of web design and content management systems.
• Brainstorm new and creative growth strategies with internal teams and community partners
• Collaborate with internal teams to create landing pages for internet and intranet and optimize user experience
• Collaborate with sister agencies and other vendor partners
• Evaluate emerging technologies. Provide thought leadership and perspective for adoption where appropriate

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the most effective techniques and methods used in graphic art, including freehand drawing, media materials such as water colors and oils, photographic art, and three-dimensional presentations; knowledge of and ability to utilize computer software including publishing and graphic design software; interpersonal skills; oral and written communication skills; ability to comprehend and interpret plans and cross-section and contour data; ability to do highly creative work.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in commercial or illustration art, or engineering drafting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in planning, designing, and preparing scale models and/or exhibits for public events or display.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in fine arts or commercial art may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience with social media, digital and multi-media communications, website strategies, graphic design and digital signage; 
  • Experience developing creative original content, such as infographics and explainer videos;  
  • Experience with identifying key audiences and devising digital strategies that engage, inform and motivate; 
  • Experience leading and managing SEO/SEM, marketing database, email, social media and/or display advertising campaigns;
  • Experience performing language interpreting assignments from Spanish-English and English-Spanish; 
  • Experience promoting and enhancing diversity, equity, and inclusion.
