The State of Connecticut, Department, of Transportation (CTDOT) is now accepting applications for a Transportation Transit Manager in the office of Transit and Ridesharing with the Bureau of Public Transportation

About us: The Office of Transit and Ridesharing is responsible for the operation and maintenance of a safe and efficient system of motor carriers for the movement of people including Bus Transit, Paratransit, and Ridesharing programs. This office is responsible for managing and developing the nationally recognized, award winning bus rapid transit service CTtransit, CTfastrak, and transit districts which provide 38 million passenger trips a year.  

The Role: The Transportation Transit Manager will work with a team of transit professionals to coordinate investment and continue the development of the state's transit system to be more responsive to the needs of customers. The Transportation Transit Manager will establish policies to meet FTA requirements for satisfactory continuing control and the Americans with Disabilities Act and manage staff who monitor whether those requirements are being met. They will manage staff responsible for competitively procuring and contracting with the private companies which operate local bus service for the Department. This will require knowledge of FTA's requirements for data reporting under Section 15.  This position will also be responsible for negotiating rates with bus services providers as well as dealing with funding requests from quasi-municipal transit districts. We are looking for a manager to oversee over 99 transit contracts with private transit providers, urban and rural transit districts, ADA paratransit services statewide and all divisions of CTtransit.  This critical leader will have exceptional time management skills, be effective working in a fast-paced environment, be able to lead many ongoing projects and  initiatives at the same time, and will lead a team to ensure timely delivery of work product.  We need someone who is responsive, communicative, and organized. Purchasing experience, budgeting, and working with many different departments in order to keep work initiatives moving in a complex large organization is also a big part of the job.

This position is located at 2800 Berlin Turnpike, Newington, CT and is full-time, 40 hours per week with a Monday through Friday schedule.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Public Transportation, this class is accountable for directing staff responsible for transit operations, facilities, and infrastructure.

EXAMPLES OF DUTIES

Manages and directs staff and operations of large scale public transportation programs; coordinates, plans, and manages unit activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws and regulations; evaluates staff; prepares division budget; maintains contacts with individuals both within and outside division who might impact on program activities; directs implementation of public transit programs to assure adequate levels of service; directs participation with federal, state, regional, and local officials and agencies as well as general public and special interest groups; directs and reviews public transportation programs to determine consistency with department goals, objectives, policies and programs; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of contemporary techniques, concepts and procedures employed in field of public transportation administration; knowledge of and ability to apply management principles and techniques; interpersonal skills; considerable oral and written communications skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in planning, engineering or operations phases of a large scale transportation system.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for planning, implementing or coordinating public transportation activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience or the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Note: For state employees, supervisory capacity will be interpreted at or above the level of Transportation Supervising Planner, Transportation Supervising Engineer, or Transportation Supervising Rail Officer.

PREFERRED QUALIFICATIONS

Preference will be given to candidates that posses:

  • Experience working with complex contracts and negotiations;
  • Experience managing many strategic projects simultaneously;
  • Experience with relevant state and federal laws, statutes and regulations;
  • Experience using contemporary techniques, concepts and procedures employed in field of public transportation administration;
  • Experience providing verbal and written communications to vendors, coworker and third parties;
  • Experience leading a team.
