The State of Connecticut, Office of Health Strategy (OHS) is currently seeking qualified and experienced candidates for the position of Health Information Technology Officer (HITO). This selected candidate will be appointed as an Executive Assistant 2 in an unclassified state position.
The OHS is a state agency, based in
Hartford, within the executive branch of Connecticut state government, under
the leadership of the governor. Our mission is to implement
comprehensive, data-driven strategies that promote equal access to high-quality
health care, control costs, and ensure better health outcomes for all
Connecticut residents. We develop health policy that improves health
outcomes and limits health care cost growth across all sectors, whether private
or public, including hospitals, physicians and clinical services and
prescription drugs.
The successful candidate will be a highly experienced project manager overseeing initiatives that include health information technology infrastructure and analysis. The candidate will also have experience with state and federal government programs, particularly in Connecticut, and with budgets over a million dollars.

The work schedule for this position is typically 40 hours a week, Monday through Friday. It is located at 410 Capitol Avenue, Hartford, Connecticut.

In accordance with sections 5-198 (10) of the Connecticut General
Statutes, as qualified by Public Act 13-247 which states "Executive
Assistants to each state elective officer and each department head, as defined
in section 4-5, provided (A) each position of executive assistant shall have
been created in accordance with section 5-214, and (B) in no event shall the
Commissioner of Administrative Services or the Secretary of the Office of
Policy and Management approve more than four executive assistants for a
department head."
This position will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules. Candidates who meet the Minimum Qualifications - as listed on the job opening - will be considered for this role, as determined by qualifications stated on the submitted application.
