The State of ConnecticutDepartment of Revenue Services (DRS) is seeking to fill the position of Tax Division Chief

The Tax Teams support the core DRS mission of revenue generation with taxpayer services and tax compliance.  The Tax Division Chief is a critical position overseeing 125 positions within the Operations Tax Teams Division which is responsible for processing all state tax returns and corresponding documents, and depositing all tax receipts into the State’s general fund.  The Operations Tax Teams Division manages the processing of tax documents within the Corrections Unit, Financial Unit, Operations Support, Processing Unit, and E-Services.  This is one of the larger divisions within DRS and manages all division activities, in addition to, evaluating and organizing training of staff.    

In a time when we continue to look for new and innovative ways of accomplishing our critical tasks with fewer resources, it is imperative to have appropriate leadership to guide the processes and the staff. This is particularly important in a division that has the responsibility of depositing the tax revenues that fund all/most state expenditures.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for directing the staff and operations of a Division within a Bureau or within the Central Office.

EXAMPLES OF DUTIES

Directs staff and operations of division; coordinates, plans and manages division activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of division budget; maintains contacts with individuals both within and outside of division who might impact on program activities: prepares necessary narrative, statistical and financial reports for tax management; may assist in drafting proposed legislation; may act on behalf of Bureau Chief in his/her absence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant principles and practices of tax administration, tax auditing, tax collections or tax enforcement; knowledge of complex statistical methods and techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable analytical ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years' professional experience in tax administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.
1. Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
2. For state employees this is the level of Revenue Examiner 4.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years.
2. A Master's degree in accounting, business administration or taxation or a closely related field may be substituted for one (1) additional year of the General Experience.
3. A law degree from an accredited school of law or certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor.

PREFERRED QUALIFICATIONS

Preference will be given to candidates that possess:

  • Experience with the major functions of a large tax operations division;
  • Experience with project and time management skills while balancing and prioritizing multiple activities and responsibilities;
  • Experience increasing efficiency and effectiveness through process improvement techniques;
  • Experience leading staff by thinking critically, managing productivity, defining expectations and establishing measurable goals;
  • Experience managing and collaborating throughout all levels of a diverse staff to achieve common goals;
  • Experience implementing change by utilizing communication, research, strategic thinking, leadership and analytical skills to meet desired goals.
