Introduction

The State of Connecticut, Department of Veterans Affairs (DVA) is seeking a qualified individual for the position of Maintenance Supervisor 2 to work on the Rocky Hill Campus. Connecticut has provided care for Veterans and their dependents for over 140 years. At the Department of Veterans Affairs, we provide general medical care for veterans honorably discharged from the Armed Forces. We have a Health Care Facility that provides extended health care to veterans and a domicile that provides residents with a continuum of rehabilitation care.

The Connecticut Department of Veterans Affairs is a state agency assisting Connecticut veterans in areas of:          

  • The Office of Advocacy and Assistance
  • A Residential Facility
  • The Sgt. John L. Levitow Healthcare Center
  • Cemetery and Memorial Services

This Maintenance Supervisor 2 position will oversee and direct the physical plant staff consisting of grounds shop which covers the campus in Rocky Hill and State Veterans Cemetery also in Rocky Hill. This is a working supervisor position, assisting in the day-to-day maintenance and/or completion of projects. This position will oversee snow and ice removal operations which at times may require overtime.

Please Note: This position requires the donning and doffing of Personal Protective Equipment (PPE) and will at times be required to wear an N-95 style respirator mask. This means a tight seal on the face for the mask to fit properly so facial hair must be removed. This position may or will have you entering into living spaces and common areas where patients may be infected with COVID-19 or other illnesses.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising a large crew (6 or more) of highly-skilled trade workers and lower-level employees.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans crew work; establishes and maintains crew procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs some of the more skilled duties involved; may make plans and cost estimates of work to be done; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of modern methods and equipment involved in the trade indicated by the parenthetical of the class; considerable knowledge of relevant State and national codes and regulations; considerable interpersonal skills; considerable oral and written communication skills; skill in performing technical duties of the class; considerable ability to read and interpret specifications, blueprints, and sketches; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the maintenance and repair of buildings.

Note: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have included performing skilled tasks in either the maintenance and repair of buildings or the military experience referenced above.

Note: For State Employees the Special Experience is interpreted at or above the level of Skilled Maintainer.

PREFERRED QUALIFICATIONS

  • Supervisory experience in a both a Healthcare and Residential Setting
  • Experience with both State and Federal inspection requirements of a Skilled Nursing Facility and Residential Living Facility
  • Experience using computer systems to complete work orders, purchase requests, and prepare email correspondence
  • Experience maintaining an electronic time management system such as Kronos 
  • Experience in preparing for State and Federal inspections
  • Experience with annual, bi-annual, quarterly and multi-year required testing and inspections

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.

The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
