At DDS, we are currently looking to fill one full-time job opportunity as a Developmental Services Program Manager. This position is based out of our Central Office in Hartford, CT,
conveniently located near the State Capitol building. This is a full-time forty (40) hour per week position, where you would work Monday through Friday on first shift. However, flexibility to meet the needs of the agency is needed.

In this role, you would be responsible for the direction and management of the agency’s core individual budget program. Additionally, among other duties assigned, we would empower you to:
  • Develop and assist in the development of related policies and procedures
  • Lead the planning of program goals and objectives
  • Act as a liaison internally as well as to all of our partners and help foster new relationships

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, at a regional office or in the central office this class is accountable for directing a program which provides services to individuals with intellectual disabilities and related conditions and their families.

EXAMPLES OF DUTIES

  • This position provides direction and management of the agency’s core individual budget program
  • Manages contracts with two fiscal intermediaries; coordinates, plans and manages activities, including formulation of program goals and objectives
  • Develops standards for service authorizations
  • Manages development of cost standards for self-hired staff 
  • Interprets and applies statewide contract cost standards
  • Develops or assists in the development of related policy and procedure
  • Interprets and administers applicable statute and regulations; evaluates staff
  • Manages accounting and funding for major unit
  • Works closely with regional directors and assistant directors in service development, planning and implementation
  • Maintains contacts with individuals both within and outside of the agency who might impact program activities, particularly Fiscal Intermediaries, qualified providers, regional directors of self-determination programs, and case management staff
  • Performs other related duties as assigned

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of modern principles and practices of community based integrated services for individuals with intellectual disabilities and related conditions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the provision of human services programs for individuals with intellectual disabilities and related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in a program providing services to individuals with intellectual disabilities and related conditions.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in education, psychology, rehabilitative therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

2. A Master’s degree in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for one (1) additional year of the General Experience.

3. Four (4) years as a Developmental Services Residential Program Supervisor 1.

PREFERRED QUALIFICATIONS

  • Experience and knowledge of DDS' individual budget program and fiscal intermediary contracts 
  • Experience with the Department of Developmental Disabilities rate structure
  • Experience with the DDS’ Citrix IP-6 application 
  • Experience collaborating with Information Technology staff
  • Experience with the requirements of Electronic Visit Verification (EVV) and DDS EVV implementation
  • Experience with Microsoft Excel, creating spreadsheets, creating formulas, managing data and composing charts, graphs and reports
  • Experience managing databases
  • Experience utilizing problem solving methods and techniques and determining solutions
  • Experience supervising staff
