The DMHAS, Connecticut Valley Hospital (CVH), currently seeks a qualified individual for the position of Mental Health Superintendent 1 (PCN 127041) to join our CVH senior management team.  This position is located at 1000 Silver Street, Page Hall, Middletown, CT.  The work schedule is 1st shift, 8:00 a.m. to 4:30 p.m., Monday through Friday, 40 hours weekly.  Travel to the Hartford campus is required.

You will discover the opportunity to: 

  • Administer and coordinate agency behavioral health and/or health care services including overseeing clinical and administrative staff and operations; 
  • Serve as key executive team member responsible for participating in development, implementation and evaluation of agency policies, goals and objectives; 
  • Oversee design and development of programs and activities consistent with agency policies, direction and priorities; 
  • Recommend and prioritize operational policies and priorities to Chief Executive officer to accomplish specific goals to assure provision of appropriate services; 
  • Determine appropriate staffing levels and directs management and coordination of staff; 
  • Design and implement staff performance review standards; 
  • Serve as agency liaison with external regulatory, behavioral health planning and advisory groups and other state regulatory service agencies; 
  • Develop mechanisms and processes to ensure appropriate linkages between planning, policy and operations staff and functions; and 
  • Direct staff in interacting with Office of Attorney General and other regulatory bodies as necessary.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services, this class is accountable for developing and directing the clinical and administrative programs and operations of a mental health facility, hospital or community mental health center.

EXAMPLES OF DUTIES

Plans, develops, and directs clinical and administrative program at a mental health facility, hospital or community based mental health center in accordance with policies established by the governing body; participates in planning and development of regional mental health service systems; participates in policy and subcommittee meetings; presides at administrative conferences with department heads to formulate policies to meet regional needs; develops and monitors programs; establishes and monitors procedures for facility; confers with visitors, relatives, and professional consultants regarding patients/clients and agency practices; insures conformance of all facility procedures and programs with relevant statues and regulations; directs preparation and management of budget in conjunction with department heads; assures continued facility accreditation by Joint Commission on Accreditation of Hospitals; performs related work as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes, and regulations; considerable knowledge of behavioral health policies and systems; considerable knowledge of principles and practices of public and/or health care administration; considerable knowledge of managed health care systems; considerable knowledge of mental health program planning and development; knowledge of quality assessment and/or improvement techniques and accreditation body standards; considerable oral and written communication skills; considerable ability to collaborate within department, state, community, and agency constituent groups; ability to analyze fiscal data and prepare budgets.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree or higher in a health related field and at least six (6) years of managerial experience in hospital, health, or mental health administration.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess experience in: 

  • Managing a multidisciplinary team in a mental health facility;
  • Directing and administering clinical and administrative programs and operations;
  • Interacting in a professional manner with diverse groups of people; 
  • Affecting change in a multifaceted environment; and
  • Working in a unionized environment.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess the appropriate current license in one of the following areas: clinical social work, marital and family therapist, professional counselor, registered nurse, clinical psychologist, alcohol and drug abuse counselor, medicine, or psychiatry.
