Introduction

The State of Connecticut, Department of Transportation (DOT) invites its qualified agency employees to apply for a full time Transportation Division Chief position in the Office of Construction based in the Newington, CT Headquarters Building. This position is full time, 40 hours per week. The Division Chief is responsible for leading the Division of Construction Operations and the Division of Materials Testing which are comprised of over 100 engineers, surveyors and materials technicians.

Applicants MUST be legally authorized to work in the United States, possess active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302, be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and possess and retain a valid Driver's license.

In order to be considered for this job opening, you must be a current employee of the Department of Transportation, who has permanent* state status, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period. For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction Services, this class is accountable for directing a major operational unit in the Office of Construction, Engineering or Office of Project Oversight and Quality Assurance.

This position directs and manages the operations of the Central Construction Office which includes surveyors and technicians involved in surveying, materials testing, quality assurance and Central Construction operations. This position has frequent interaction with the Federal Highway Administration (FHWA) regarding all facets of Construction issues. This position also coordinates, plans, and manages unit activities; formulates program goals and objectives; develops or assists in the development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in the preparation of the unit budget; maintains contacts with individuals both within and outside of the unit who might impact on program activities; directs the overall activities of a major unit and for designated areas of responsibility; directs and coordinates administrative and engineering functions including program planning, development of standards, preparation of standard contract provisions, project reviews, research and development of engineering techniques; may direct and oversee the development of recommendations relative to plans and specifications for the construction and reconstruction of highways, bridges and structures, the extension of highway contracts, the disposition of claims, and the review of time extensions; may direct and coordinate technical audits, quality assurance and constructability reviews for the Department's capital and maintenance programs; may direct work zone safety operations studies, incidents management evaluations and additional research in the field of work zone safety operations; performs related duties as required which can be viewed here

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of transportation engineering principles and practices of management; considerable knowledge of the latest techniques and procedures employed in the applicable field of transportation engineering; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.

Notes:
1. Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
2. For State employees, the Special Experience is interpreted at or above the level of Transportation Supervising Engineer (Construction Engineering) (Engineering).

SPECIAL REQUIREMENTS

Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
