Position Highlights:
This position includes:
- A Full-time, 40 hour work week;
- The AR2 69 Pay Plan;
- A Monday to Friday schedule, 7:30 A.M. to 4:00 P.M.
This position is responsible for supervising engineers and other professional staff in the investigation and inspection of permits, traffic and drainage issues and overseeing the 4 District Maintenance Special Services Section Unit functions statewide. In addition, this Manager oversees and coordinates technical administrative functions in the Maintenance Operations section including emergency management.
Reporting to work outside of normal work hours including weekends and holidays will be necessary during emergency operations.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Office of Maintenance and Highway Operations this class is used in one of two ways:
CENTRAL OFFICE: Accountable for directing all operational or planning and/or budgeting activities of highway maintenance, including procurement.
ASSIGNED DISTRICT: Accountable for directing highway maintenance operations.
EXAMPLES OF DUTIES
Directs
staff and operations; plans and manages statewide activities/programs relating
to District Special Services functions; coordinates statewide maintenance
training programs; formulates program goals and objectives; develops or assists
in development of maintenance policies such as safety, snow and ice policies,
and roadside maintenance; interprets and administers pertinent laws and
oversees statewide legislative testimony preparation concerning maintenance and
operations issues; evaluates staff; prepares or assists with certain budgets or
fiscal matters; establishes and maintains policies and procedures; acts as
liaison with various units (Environmental, Legal, Legislative, Agreements,
Engineering, Safety, Training, and other state agencies); and supervises
development and writing for certain maintenance contracts (such as weather
service, vegetation management and sign shop contracts); prepares reports and
correspondence. Also provides
supervision to Sign Shop and ensures critical tasks are completed on time. Manages the oversight of staff’s
coordination of facility maintenance with Property and Facilities and project
reviews for new salt sheds and facilities.
Reviews and ensures processing of agreements and traffic service
memos. Provides final decision-making
and/or guidance to Special Services Managers on all complex and critical
matters involving agreements, major traffic generator projects, special events,
OSTA regulatory matters, drainage and traffic complaints, claims and
investigations, statutory emergency declarations, environmental compliance and
permit matters and vegetation management.
A critical function of this position is to liaison and coordinate with other
agencies and units during inclement weather events or other emergencies and
coordinate drills and future action plans (i.e., nuclear reactor/military
drills, alternative communication contingency plans, health pandemics). Other activities may include monitoring storm
room functions, overseeing the handling of storm press matters and the
information provided to the Office of Emergency Management, and maintaining
close contact with the Department’s Highway Operations and District Storm
Centers. The Manager is the lead
contact/liaison for the pandemic COOP/Department of Emergency Management and
Homeland Security, and ESF-1 State Armory (Emergency Operations Center).
The Maintenance Manager participates in various internal and external
committees related to the above special services and operations functions
including joint highway research, Clear Roads (pooled study with other states),
debris management, 5G Counsel, Siting Council, Road Masters/UCONN
Transportation Institute, Labor/Management Safety meetings and various others. Also coordinates experimental products with
the districts. Performs related duties
as required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant agency policies and procedures; considerable knowledge of highway maintenance methods, materials and equipment; considerable knowledge of principles and methods of determining maintenance needs and preparing maintenance programs; considerable knowledge of financial and procurement procedures, federal regulations Title 23, plans, specifications, and estimate approval processes; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze maintenance problems and determine solutions.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a managerial or supervisory capacity in highway or bridge maintenance, maintenance planning, transportation special services (oversight of utility and construction permits, traffic, drainage and accident claims investigations, and development of transportation policies and procedures).
Notes:
1. Managerial capacity will be defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities, but the emphasis should be management activities: planning, organizing, directing and controlling resources of a major subdivision at an agency or organization.
2. Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.3. For State employees the Special Experience will be interpreted at the level of Transportation District Maintenance Special Services Section Manager, Transportation Equipment Repair Manager, Transportation Maintenance Planning Manager, Transportation Equipment Repair Assistant Supervisor, Transportation Equipment General Supervisor, Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs & Markings), Transportation Supervising District Services Agent or Transportation District Electrical Supervisor.
PREFERRED QUALIFICATIONS
The preferred candidate will possess:

Experience with management and oversight of maintenance and
engineering projects and operations;
- Experience with Maintenance Special Services (drainage,
traffic, encroachment, permits, agreements, landscape/vegetation management);
- Experience with management and oversight of snow and ice operations;
incident/emergency management; training and safety; consultant agreements; and
vendor contracting;
- Experience providing direction and prioritization of work activities
consistent with the Department’s mission and responsibilities; and the Bureau’s
program goals;
- Experience applying personnel policies, affirmative action,
union contracts and applicable state/federal laws and regulations;
- Experience with conducting employee investigations,
preparing fact-finding reports and providing comments concerning disciplinary
action;
- Experience assisting with threat assessment meetings for
workplace violence issues and resolving employee conflicts;
- Experience interviewing candidates and preparing interview
selection reports;
- Experience assisting with and implementing technical maintenance
training programs and new employee orientation;
- Experience networking and communicating with external and
internal parties who impact maintenance and highway operations’ issues;
- Experience reviewing future facility projects, requests for
construction projects/emergency declarations, major traffic generators,
property issues, complaints and claims, legislative bills and testimony;
- Experience leading committees and working task forces;
- Experience communicating with a diverse
population through phone, email, and face-to-face interactions; and speaking in front of
large crowds.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.
WORKING CONDITIONS
Incumbents in this class may be exposed to risk of injury when driving in snowstorms.
