Join the Department of Economic and Community Development (DECD) in implementing the CT Digital Model Initiative, a foundational technology for the digital transformation of the CT defense manufacturing community. 

DECD is looking to hire a Defense Project Manager (Durational Project Managerto provide critical support for project management and implementation of the Department of Defense (DOD), Office of Economic Adjustment's (OEA) Defense Manufacturing Communities Support Program grant awarded to the DECD. This position will be solely responsible to manage the project and administer a federal grant that is currently underway and scheduled to continue through August 2022.

The Defense Project Manager will be responsible for:
  • project implementation:
  • task management and quality assurance; 
  • coordination and direction to partners; 
  • and the administration of the performance of the CT Defense Manufacturing Community Consortium (DMCC) – CT’s Digital Initiative.  
The specific project implementation, OEA grant program administration, and the work with members of the Consortium, the Defense Project Manager will be responsible for conceiving, creating, capturing and executing Digital Transformational programs in support to innovation, technology and workforce development initiatives specific to Model Based Definition. The Defense Project Manager will have the opportunity to work with Connecticut’s leading defense companies, universities and public/private organizations focused on aerospace and defense. No technical or manufacturing experience necessary.  

Position Details:
Hours: This position requires a minimum of 30 hours a week. Monday-Friday, within the core workings hours of 8:30am-4:30pm; ability to work remotely.  
Location: 450 Columbus Boulevard, Hartford, Connecticut.

Selection Plan

Please Note: Positions in this class will be durational and will be established for a period of up to two years. Positions may be extended as warranted, but the total duration of a position may not exceed three years. 

This position requires the combination of strong program management experiences with federal grants along with exceptional interpersonal skills, drive, ambition and organizational insight into various market segments in order to support the consortium partners in the development and administration of relevant programs. The Defense Project Manager must possess the drive for researching best practices that may help the consortium partners develop stronger programming, with the ability to bring energy; create focus; build enthusiasm; and create cooperation on multi-disciplinary, technically challenging developments.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency makes or conducts a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

PREFERRED QUALIFICATIONS

  • 3-5 years of grant management experience; 
  • Work experience with program management with federal grants; 
  • Work experience in managing multiple program stakeholders in the administration of state programs; 
  • Experience researching to evaluate the implementation of the technology in the defense manufacturing industry.
