Introduction

The Department of Correction has an internal promotional opportunity for a Lead Commissary Operator.  This position is based out of the MacDougall Correctional Institution in Suffield, CT.  This position requires travel to DOC facilities within district 1.  The facilities serviced by District 1 include MacDougall-Walker CI, Carl Robinson CI, Osborn CI, Willard-Cybulski CI, and Northern CI. District 1 also includes a warehouse at MacDougall CI.  This position is Monday - Friday, 36.25 hours per week.

For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Correction facility or district commissary this class is accountable for acting as a working supervisor for the staff of a functional area of commissary operations. Functional areas are: inventory control, scanning/sales and delivery of inmate orders.

EXAMPLES OF DUTIES

Plans workflow for a functional area of responsibility: inventory control, scanning and/or sales or delivery of inmate orders and determines priorities; schedules, assigns, oversees and reviews work; maintains unit procedures; provides staff training and assistance; assists in conducting performance evaluations; acts as liaison with operating units and facility administrators concerning commissary issues; makes recommendations on development of policies and standards; insures work performed in functional area of responsibility done in accordance with departmental and institutional policies and regulations; maintains records and prepares reports; insures safety and security of work areas; conducts periodic searches of all areas available to inmates; performs pat or strip searches of inmates as needed; responds to incidents and crisis situations involving inmates; may physically restrain inmates, quell disturbances or otherwise assists custodial forces; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of stock and inventory control methods; considerable knowledge of prison security procedures; considerable interpersonal skills; oral and written communication skills; considerable ability to understand departmental and institutional policies and regulations and apply in a consistent manner; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in commissary or retail merchandising, wholesale sales or warehouse operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included independently performing a full range of tasks in a commissary operation.

NOTE: For State Employees this is interpreted at the level of Correctional Commissary Operator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year to a maximum of four (4) years for a Bachelor’s degree.

  • Required: Candidate must possess a valid driver's license

SPECIAL REQUIREMENTS

  1. Incumbents in this class must have reached their 21st birthday.
  2. Incumbents in this class are required to possess a high school diploma or General Educational Development (G.E.D.) certification at the time of appointment.
  3. Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class.
  4. Incumbents in this class may be required to possess and retain either a valid Motor Vehicle Operator’s license, a Commercial Drivers license or both.
  5. Incumbents in this class may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  1. Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
  2. A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.

WORKING CONDITIONS

Incumbents in this class may be exposed to significant stress of confinement within a dangerous and volatile prison population and to danger of injury from assaultive and/or abusive inmates and disagreeable conditions.
