Introduction
The Assistant Chief Engineer assists the Chief Engineer in managing the Bureau of Engineering and Construction and is responsible for overseeing both the Office of Engineering and Office of Construction. Both offices are involved in providing capital improvements to our transportation system to maintain the infrastructure in a state of good repair, address safety deficiencies and advance new projects that help drive Connecticut's economy.
Major responsibilities of the Assistant Chief Engineer include:

Lead responsibility for capital planning and program delivery, providing improved oversight to the State's $1.6 billion transportation Capital Program;

Continuing to advance the development of a multi-modal Capital plan, while leading a service centric bureau supporting the capital project needs of the entire Department;

Improving the Department's project management, strategic planning, and intermodal asset management initiatives;
-
Improving business practices by seeking operational efficiencies across the Bureau of Engineering and Construction;
-
Enhancing communication effectiveness among the Commissioner's Office, the Chief Engineer, and the modal bureaus;
-
Leading the continued implementation of Asset Management Strategies for the Bureau of Engineering and Construction;
-
Assisting with improving the integration of planning functions contained within the Bureau of Policy and Planning with the engineering functions contained within the Bureau of Engineering and Construction;

Ensuring proper synchronization of projects in and around urban areas to minimize impacts to transportation corridors; and,
-
Preparing project and program information for the Commissioner and the Chief Engineer for use with the public, media, and legislature.
Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Engineering and Construction Services, this class is accountable for assisting in the administration of engineering and operational activities.
EXAMPLES OF DUTIES
Assists in administering the staff and operations of the bureau; assists in developing, implementing and evaluating bureau policies, goals and objectives; assists in designing and developing bureau programs and activities; assists in implementing new procedures and procedural revisions; assists in determining appropriate staffing levels and directing the management and coordination of staff; assists in preparing budget; maintains contacts with individuals within and outside of the agency who might have an impact on policy or program activities; assists in coordinating and administering the planning, design, construction, reconstruction and maintenance of highways and bridges as programmed by Commissioner of Transportation; may review various projects with other bureau heads; assists in administering the testing of highway materials and administers other specialized engineering functions; oversees execution of highway and bridge contracts; confers with federal, other states and private agencies on transportation engineering matters; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of civil engineering as applied to planning, design, construction, reconstruction and maintenance of highways, bridges and other transportation facilities; considerable interpersonal skills; considerable oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eleven (11) years of professional experience in the planning and execution of complex transportation engineering projects.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial capacity with responsibility for policy formulation and complex project management.
Notes:
1. Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities but the emphasis should be managerial activities: planning, organizing, directing and controlling resources of a major subdivision of an agency or organization.
2. For State employees, the Special Experience is interpreted at or above the level of Transportation Division Chief.
SPECIAL REQUIREMENTS
Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
