The State of Connecticut, Department of Developmental Services (DDS) has one (1) full-time job opportunity for a Qualified Craft Worker (Carpentry) position, which is part of the Facilities Operations Division and is based out of Norwich, CT. This first shift position works 37.5 hours per week. The schedule is Monday through Friday, 7:00 am to 3:00 pm, however must be flexible in order to meet needs of the agency. 

This Qualified Craft Worker in Carpentry maintains state owned residential facilities, 14 Community Living Arrangements, two summer camps and 3 office facilities. This position is an essential part of maintaining state owned properties and insuring compliance with fire and safety codes at these locations. 

This position will also involve snow removal duties during both regular time and after hours as the need arise. Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license, travel and be able to lift 50 pounds.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing highly skilled carpentry duties.

EXAMPLES OF DUTIES

Performs highly skilled carpentry tasks in accordance with standard trade practices and codes; makes estimates of time, personnel and material required on assigned tasks; keeps necessary records; performs alterations, repairs and maintenance of structures and facilities; performs skilled bench work, operating with such equipment as power saws, jointers, wood lathes, planers, boring, sanding and mortising machines; performs all types of carpentry repairs and renovations; in smaller trade areas may be the sole worker running a skilled trade area; may cut glass and glaze windows; may fabricate signs. Makes plans and cost estimates of work to be done; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply standard tools, materials, methods and practices of the particular trade; interpersonal skills; oral and written communication skills; ability to prepare estimates and keep shop records; some ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in the carpentry trade area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been performing skilled trade functions in the carpentry craft.

Note: For State Employees, this is interpreted at the level of Skilled Maintainer or Transportation Maintainer 2. Housekeeping, custodial and food services duties will not be considered as qualifying experience.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. Graduation from a vocational or technical school with a diploma designating completion of subject requirements in carpentry may be substituted for two (2) years of the General Experience.

2. Two (2) years of experience as a Qualified Craft Worker Intern may be substituted for the General and Special Experience.

3. Experience performing technical duties within the carpentry trade area on a military base, aircraft carrier or large compound may be substituted for the General and Special Experience on a year for year basis.

PREFERRED QUALIFICATIONS

  • The availability to respond to emergency needs and provide snow removal duties as necessary. 
  • Demonstrated ability to perform complex residential renovation and repairs including but not limited to: framing, hanging and repairing sheet rock, hanging doors, repair and replacement of glass windows, lock installations, roofing, siding. 
  • Basic knowledge of other trades systems and the ability to troubleshoot, perform simple repair and installations of common equipment such as sinks, toilets, switches, fan motors, etc. 
  • Enough familiarity with computers to use Microsoft Office products; Outlook, Word, Excel etc. to be able to prepare estimates/quotations and purchase requests, as well as operate online applications including work order systems.
  • Demonstrated ability to work independently or with multiple trades to complete projects within time constraints.
  • Experience working in facilities occupied by persons with intellectual disabilities.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

2. At the University of Connecticut: Incumbents in this class must have graduated from a vocational or technical school with a diploma and/or official transcript designating completion of course work in carpentry, or have equivalent postsecondary formal education from an accredited association or institution.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties of the class.

2. A physical examination may be required.

WORKING CONDITIONS

1. Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.

2. The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
