Introduction

The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Environmental Compliance Specialist 1. This position reports to DOT’s Plant Facilities Engineer 2 in the Office of Property and Facilities Services. The work location is Flagler Street in Newington and has working hours from 8:00 am to 4:30 pm, 40 hours weekly.

The position has the statewide responsibility of inspecting and providing Class C training to our fuel station operators. DOT operates over 60 fuel stations and operates FuelMaster dispensing equipment and Pneumercator tank monitors; any experience working with these systems is highly desirable.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection and the Department of Transportation this class is accountable for assisting in the performance of tasks in the inspection, monitoring, data collection and evaluation of various types of residential, industrial, commercial, institutional or municipal operations and/or facilities.

EXAMPLES OF DUTIES

With supervision assists or may conduct inspections to ensure compliance with or sanctioning under federal and state environmental laws and regulations and, when applicable, environmental permits; participates in witnessing technical on site testing and prepares reports on testing; collects data and samples; assists in inspections of specific facilities, operations and equipment to identify or evaluate malfunctions or noncompliance; participates in enforcement activities to obtain compliance with permits and regulations; assists in preparation of inspection reports; assists in preparation of enforcement documents; participates in hearing preparation; may recommend and/or draft Notices of Violation; may review and evaluate compliance reports for compliance with applicable state and/or federal regulations; may respond to complaints by the public; may provide recommendations for corrective action; may respond to incidents involving assigned area; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of proper principles and practices of environmental protection relevant to assigned area; knowledge of methods used to collect and process samples; some knowledge of techniques used to conduct environmental inspections; some knowledge of appropriate statutes, regulations and policies relevant to assigned area; some knowledge of personal safety equipment; interpersonal skills; oral and written communication skills; ability to read and interpret statutes, regulations and policies relevant to assigned area; ability to recognize effects of various types of pollution; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in environmental compliance programs relevant to assigned area including inspections and/or enforcement activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

An Associate's Degree or a Bachelor’s Degree in natural, chemical, biological or environmental sciences or engineering technology may be substituted for the entire General Experience.

PREFERRED QUALIFICATIONS

Preferred qualifications include experience in underground tank regulatory requirements. DOT’s systems are based on FuelMaster dispensing equipment and Pneumercator tank monitors and any experience working with these systems is highly desirable.

A strong preference will be given to candidates that:
• Hold Class A/B fuel certification
• Have experience in a wide area of oversight of environmental issues with an emphasis on underground storage tanks
• Have experience in providing training

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to difficult and dangerous conditions including chemicals and hazardous materials, heights and a moderate degree of discomfort from exposure to year-round weather conditions.
