Introduction

The State of Connecticut Department of Administrative Services (DAS) Division of Regulatory Compliance is responsible for development and administration of the State’s building and fire codes, building and fire code compliance for state owned buildings and construction projects, inspection of elevators and boilers throughout the state and credentialing of code officials within the state.

The Director of Regulatory Compliance position is a senior level management position within the Real Estate and Construction Services Division of DAS.  This is a full time, 40-hours per week position, located in Hartford.

The position will be responsible for;

  • Leading the offices of the State Building Inspector, State Fire Marshal and Education and Data Management;
  • Developing and implementing new systems, unit policies and standard procedures;
  • Coordinating development of building or fire codes;
  • Participating in the formulation of policies and advising local building officials;
  • Interpreting codes, answering technical questions, and resolving issues with local officials and Constituents.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, this class is accountable for directing the Regulatory Compliance Division. This includes managing the administration of programs and operations within the division.

EXAMPLES OF DUTIES

Directs the staff and operations of the division; develops, implements, and evaluates organization policies, goals, and objectives; designs and develops programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs the management and coordination of staff; designs and implements performance review standards for staff; prepares budget; maintains contacts with individuals within and outside of the organization who might impact on policy or program activities; meets periodically with state agencies to assess their facilities needs and the effectiveness of Administrative Services technical assistance in meeting agency needs; translates state's long-range facilities plan into the short-term actions required to assure proper facility programming, timely acquisition of land and buildings when required, timely undertaking of preliminary tests and studies, and adequate resources necessary to complete economically and on schedule; provides oversight of building and fire code compliance for State construction; oversees development and adoption of building and fire codes; develops programs and processes to identify problems in current construction projects and avoid similar issues from affecting future projects; works with agency legal and legislative staff in developing agency legislative proposals; provides analysis of other legislative proposals affecting the agency; drafts and presents legislative testimony on behalf of the agency; develops and administers program to study internal operating procedures and makes changes in methods and organization as necessary to achieve cost savings and improve quality of performance; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles, practices and methods of both building design and construction; considerable knowledge of building and fire code development, interpretation and enforcement; knowledge of project management concepts and contract documentation; knowledge of the legislative and regulation adoption processes; considerable administrative ability; ability to plan, direct, coordinate and evaluate work of technical staff; considerable ability to analyze and apply accounting and fiscal control methods to planning and budget work of the division; considerable ability to coordinate diverse functional responsibilities within operating units; considerable interpersonal skills; considerable oral and written communications skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Twelve (12) years of professional experience in large-scale construction or facilities design.
Note: Large-scale construction shall be interpreted as large multi-million dollar apartment complexes, public institutions, industrial building complexes, and/or other building projects of similar size and scope. The construction of residential developments, small commercial and/or industrial building projects does not meet the Experience and Training requirement.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity with responsibility for policy formulation and complex project management. Managerial capacity will be defined as full-time managerial responsibility for major programs. Management activities include planning, organizing, directing and controlling resources of a major agency or organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in architecture, engineering, construction management or facilities management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in architecture or engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • A Building Official License;
  • Experience coordinating development of building and fire codes;
  • Experience interpreting codes and answering technical questions;
  • Experience resolving issues with local officials and constituents;
  • Experience managing work groups with diverse technical subjects;
  • Experience with codes and standards regulating elevators, lifts, people movers and boilers.

SPECIAL REQUIREMENTS

Incumbents must possess and retain a Connecticut Professional Architect Certificate of Registration, a Building Official's License or a Professional Engineer's license during employment in this class.
