Introduction

The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Connecticut Career Trainee, with a target class of Transportation Planner 1, within the Roadway Information Systems Section, Roadway Inventory Unit.

The Roadway Inventory Unit is responsible for keeping accurate current and historical data on almost 22,000 miles of public roads in Connecticut. Through various efforts data is collected and validated on a project level basis for state and local roadways. The unit is responsible for updating and maintaining the Department’s linear referencing system (LRS) and the Transportation Intelligence Gateway (TIG). The unit is also responsible for tracking, documenting, and maintaining all identified roadway asset data for use in meeting reporting requirements including, but not limited to, the Highway Performance Monitoring System (HPMS). This data supports various critical Department functions including: asset management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, Federal and State reporting requirements, and performance management, among others. Some traveling may be required.

Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program. A candidate with a Bachelor's degree will serve a two (2) year training program. A candidate with a Master's Degree in civil engineering, transportation, urban, regional or environmental planning will serve a one (1) year training program.

*Annual salaries are to be set as follows: $48,427 (Bachelor's degree); $50,171 (Master's degree); $55,410 (second year of training)

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

This position will assist in the development of the Exor managed LRS road network, enabling the linkage and integration of databases throughout the Department, including: bridge, pavement, safety, roadway attribute and characteristic data, among others. This position would report to a Transportation Planner 2 in meeting all federal requirements outlined in FHWA's; All Roads Network of Linear Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS), and Model Inventory of Roadway Elements (MIRE) initiatives. Assist in determining, enforcing, and implementing the Rules and Regulations on design and maintenance of the LRS, including expansion, development and updating of documentation to aid additional users in system functionality.  Some traveling may be required.

Daily tasks include:

• Assist in developing quality assurance procedures and perform assistance in running quality control checks on data submitted from Department data stewards for proper placement and implementation onto the LRS;
• Assist with integrating and linking legacy system data into the Exor management system;
• Assist with the integration of a variety of datasets, in varying formats, from internal and external sources onto the LRS to support critical Department functions;
• Aid in performing analysis, maintenance and editing, and quality analysis/quality control for Unit responsible roadway asset data utilizing complex software solutions such as TIG;
• Support other Unit responsibilities including, but not limited to field data collection, office processing of collected data, research and analytical functions, and various other planning activities.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

Candidates with the following degree concentrations are preferred: Geography, Geographic Information Systems, Mathematics, Management Information Systems, or Computer Science.

Functional knowledge of Microsoft Office (Word, Excel, Access, PowerPoint, Outlook) and other programs such as, but not limited to: Exor, TIG, ESRI’s product suite, QGIS, and Google Earth. Additionally, basic knowledge of querying and scripting capabilities related to database management in applications such as Java, SQL, Python, and others is preferred.
