Information Technology Analyst Trainee (35 Hour)

Introduction

The State of Connecticut, Office of the State Comptroller (OSC), is an agency whose mission is to provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for the state, federal and municipal governments and the public. 

We are recruiting for a self-directed IT Analyst Trainee with a passion for technology, collaboration, and creative problem-solving. The incumbent in this role will be assigned to the Core-CT Division and will not only actively contribute to meaningful projects, but will work closely with staff to achieve Agency initiatives. As a member of the Information Technology team, you will:

  • Provide excellent customer service by assisting OSC staff in maintaining and supporting hardware, software and other systems;
  • Assist with troubleshooting issues and provide technical support, as required;
  • Organize and maintain IT resources;
  • Lend IT support in areas such as MS 365 and web architecture, cybersecurity, programming, analytics and data center management;
  • Perform related duties as assigned.

This full-time, 35 hours per week position works Monday-Friday and is located at 165 Capitol Avenue in Hartford, CT.  We participate in a competitive benefits plan that includes healthcare coverage, a retirement plan, as well as paid time off. 

Candidates must meet the minimum qualifications for General Experience as indicated to apply for this position.  Incumbents in this class will be eligible for promotion to the target class of Information Technology Analyst 1 without further competitive examination, after successful completion of the one (1) year training program. 

State employees currently holding this title or those who have previously attained permanent status in the class my apply for a lateral transfer.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency information systems environment this class is accountable for receiving on the job training in performing technical work involving help desk functions, user support and assisting in application development.

EXAMPLES OF DUTIES

Receives on the job training to perform tasks as outlined in the specification for the class of Information Technology Analyst 1; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of functioning and use of information systems; knowledge of major concepts and terms used in the information technology profession; interpersonal skills; logic and analytical skills; ability to prepare and maintain accurate records; ability to prepare written materials and reports; ability to follow oral and written instructions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s Degree in management information systems, computer science or information technology related area.

PREFERRED QUALIFICATIONS

Preference will be given candidates who possess the following experience and training:
• Experience working on an IT Help Desk
• Experience with web design and programming languages such as HTML and CSS
• Experience using Microsoft Office 365  
• Experience with Adobe Creative Cloud and online content management systems (e.g. WordPress)
• Familiarity with Java, .NET, JavaScript or HTML/DHTML and Microsoft Office Suite
• Strong verbal and written communication
• Excellent analytical and problem-solving skills
• Ability to work well independently and as part of a team
• Strong work ethic and attention to detail
