The Chief Nurse Executive for inmate health services at DOC serves as the clinical leader for all nursing services. Inmate health services unit provides complete medical, dental and mental health care for approximately 13,000 inmates across 14 different locations in the state.  

  • You will ensure that all nursing practices meet or exceed correctional and community standards to deliver evidence-based, patient-centered care and that institutions statewide have implemented and are managing a robust system that certifies competence to perform nursing duties, including the performance of physical assessments and outpatient urgent/emergency protocols. 
  • You will have executive authority of the staff members in all nursing positions and will directly supervise the regional directors of nursing, nurse consultants and other clinical support staff as it pertains to developing, promulgating, managing and assuring compliance to nursing standards, procedures, protocols and policies. 
  • In concert with operations and chief medical officer, you will develop the nursing resource plan, coordinate the selection of the nursing leadership team and oversee the process to select nursing staff. The chosen candidate will develop and monitor nursing performance expectations; perform competency assessments; mentor and coach nursing personnel throughout the state. The chosen candidate will also assists in evaluating nursing staff and recommend corrective action.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction, Health Services, and the Department of Mental Health and Addiction Services, Connecticut Valley Hospital, this class is accountable for directing all nursing services by ensuring that nursing professional practices comply with appropriate standards of delivery for evidence-based patient-centered care.

EXAMPLES OF DUTIES

Directs the staff and operations of nursing services on a statewide basis; ensures the coordination and provision of comprehensive nursing services are being delivered 24-hours per day and 7 days per week; directs the development and implementation of nursing standards, procedures, protocols and policies; directs the development, implementation of nursing services staffing plan policies; develops and monitors nursing performance expectations; ensures all facilities have implemented an effective system that certifies competence to perform nursing duties, including the performance of physical assessments and outpatient urgent and emergency protocols; develops and maintains an ongoing program to deliver, monitor, evaluate, and improve the quality and appropriateness of all nursing care; ensures the continuous quality improvements and sustainable constitutional levels of nursing care; ensures that nursing services are well-functioning and that the timely delivery of patient care is available to all patients in accordance with appropriate standards of nursing care; assesses professional training needs and participates in the development of staff development and education programs; identifies operational and organizational issues and implements solution; prepares or assists in the preparation of the nursing budget and makes decisions or recommends a course of action with regard to management of the nursing budget; performs competency assessments; mentors and coaches nursing personnel throughout the State; oversees the evaluation of nursing staff and recommends corrective action; protects human and civil rights of patients and staff; directs and oversees health care accreditation/re-accreditation process performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of nursing principles and practices in appropriate specialty; considerable knowledge of nursing administration; considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of current developments in field of nursing including current complexities of the healthcare industry; considerable knowledge of relevant State and Federal regulations and accreditation guidelines; knowledge of behavioral health nursing; knowledge of interviewing and counseling techniques; knowledge of research procedures as applied to nursing; knowledge of trend variance analysis; knowledge of governmental accounting and budgeting; some knowledge of marketing; some knowledge of and ability to develop strategic plans; significant leadership skills and ability; considerable ability to problem solve; demonstrated ability to multi-task and coordinate a high level of activities under various conditions and constraints; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A master's degree in nursing, public health administration, health care administration, hospital administration or a related field and three (3) years of experience in a health care organization/facility or psychiatric hospital, working in a managerial or administrative capacity.

Note:  For State employees, this is interpreted at or above the level of Director of Nursing 1.

PREFERRED QUALIFICATIONS

  • Experience in a large scale, multi-site, health services environment, ideally in a 24/7 operation
  • Demonstrated ability to develop and promulgate health services policies that are in compliance with medical standards as well as with applicable laws and regulations
  • Significant experience working with an under-served population
  • Robust experience managing large and complex clinical teams
  • Successfully held roles accountable for setting and enforcing staff performance standards
  • Experience in a metrics based quality system that is grounded in best industry practices
  • Worked for a significant duration in a direct clinical nursing role
  • High level of experience with talent acquisition including recruitment and selection processes
  • Demonstrable success in leading a continuous improvement culture that continues to reduce costs while improving patient care and outcomes
  • Successfully led and managed staff development and education programs
  • Facility with organizational design to include aligning organizational strategy with structure, metrics and rewards, systems and processes and talent optimization practices
  • Strong knowledge of regulatory authorities, standards and processes
  • Successfully managed the budget for a complex health services organization
  • Demonstrated change management leadership
  • Outstanding verbal, interpersonal and written communication skills

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a license as a registered professional nurse in Connecticut.

2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

3. Incumbents in this class may be required to travel.
