Introduction


The State of Connecticut Department of Developmental Services (DDS) - Central Office has one (1) current full-time  job opportunity for an Associate Accounts Examiner position.  This position is part of the Audit Services Division and is based out of the Central Office in Hartford, CT.

The Associate Accounts Examiner will independently conduct complex financial and compliance reviews of DDS operations and processes and will analyze results and make meaningful risk-based observations to management for implementation.

This is a full-time forty (40) hour per week position.  The work schedule is Monday through Friday on first shift.  However, must be flexible in order to meet the needs of the agency.

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. 

Incumbents in this class will be required to travel statewide.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency this class is accountable for performing highly complex and difficult examination work involving the financial records of State agencies, businesses, municipalities, or other entities. This class may also be accountable for working lead or consultative responsibility.

EXAMPLES OF DUTIES

Performs highly complex and difficult examination work involving the financial records of State agencies, businesses, municipalities, or other entities receiving money distributed and monitored by the State; determines priorities; assigns and reviews work; establishes and maintains unit procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; examines complex and varied financial documents and data submitted; researches historical and/or other related data as needed; analyzes and compares data to determine appropriate status or action; determines compliance of documents or procedures with laws, regulations and any state or federal requirements; holds meetings with audit subjects; may participate in conferences and hearings; may coordinate unit workflow; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting and auditing principles and practices; considerable knowledge of governmental and commercial accounting; interpersonal skills; oral and written communication skills; considerable ability to analyze financial records, documents, and reports; ability to prepare reports including narrative and statistical sections; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the professional level.

Note: Professional level accounting or auditing is interpreted as work performed as a professional Accountant, Auditor, or Accounts Examiner with responsibility for the exercise of independent analysis and judgement in the application of professional accounting principles and practices.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
  3. Certification in any of the following may be substituted for one (1) year of the General and Special Experience: Certified Public Accountant, Certified Internal Auditor.

PREFERRED QUALIFICATIONS

Auditing
  • Highly proficient oral and written communication skills
  • Strong analytical and risk management skills
  • Strong knowledge of Internal Control Environments pertaining to Government/State Agencies 
Technical 
  • Intermediate /Advanced level /usage of Microsoft Suite Products (Excel, Word, PowerPoint, Teams)
  • Experience with CORE-CT(PeopleSoft)/EPM/Stars/Tableau or other comparable data analytical tools 
  • Experience with Government /State Agency Auditing and Accounting 
General 
  • Experience working independently on complex problems and reviews with minimal supervision
  • Experience working collaboratively in a team environment 
  • Demonstrated time management, decision making, leadership and active learning skills
  • Experience utilizing interpersonal skills; including experience working with interagency personnel and interacting with external sources to access needed records
* Bachelor’s or higher-level degree in Accounting or closely related field preferred.

* Certification as a Certified Public Accountant or Certified Internal Auditor preferred.
