Introduction

 

The State of Connecticut, Department of Motor Vehicles (DMV) is recruiting for a full-time Connecticut Careers Trainee (CCT) to be located in the Driver Services Division.  The target job classification for this position is Motor Vehicle Analyst.

This position is open to DMV employees only. 

The full-time CCT must obtain the following skills and knowledge during their training as a CCT: ability to present at hearings, ensuring the accuracy and integrity of the driving history record.   The training will include researching, analyzing, recording, and sanctioning of operator-related motor vehicle convictions; must be able to determine the eligibility for a restoration of an operator’s license and part of that includes knowledge of the requirements and ensuring compliance with the State of Connecticut General Statutes (CGS) and Regulations (RCSA).  The duties also include answering customer inquiries, interacting with court personnel and outside legal counsel, dealing with law enforcement, and involvement with other licensing jurisdictions.  Additionally, the CCT is required to present cases at DMV’s administrative hearings as well as to represent the Agency at court appearances. 

Eligibility for promotion to the target classification of Motor Vehicle Analyst is earned upon successful completion of the training program. A candidate with a Bachelor's degree will serve a two (2) year training program. A candidate with a Master's Degree in a related field will serve a one (1) year training program.

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Motor Vehicles, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

The ideal candidate will have:

  • familiarity with CATER, CIVLS processing and Microsoft
  • working knowledge of DMV statutes, regulations, processes and procedures concerning sanctioning of license and CDL
  • understanding of federal and state statutes/regulations as they relate to DMV’s administration of the federal CDL Program
  • conflict resolution skills 
  • proven leadership skills
  • strong communication skills including the ability to transfer knowledge to others through training
  • ability to represent the agency for court/administrative appearances
  • ability to handle inquiries concerning suspensions related customer’s issues by phone or correspondence
  • strong organizational and administrative skills to assist with the daily operations of Driver Services
