Introduction

The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of a Connecticut Careers Trainee (CCT) job opportunity in the Division of Contract Administration, Agreements and Negotiations Unit in the Bureau of Finance and Administration, at the DOT Administration Building in Newington. Upon successful completion of the CCT training program, the incumbent will be promoted to the target classification of Fiscal Administrative Officer.

This position will be responsible for performing a variety of tasks that are currently assigned to the Agreement and Negotiations Unit. Please see the Example of Duties section of this posting for further information.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

Duties of this position include, but are not limited to: preparing and processing Consultant and Administrative Agreements of varying degrees of complexities; ensuring that Agreements are updated with required legal clauses and provisions; tracking Agreements through the various stages of the process; monitoring and updating the status of Agreements in the Database; interacting with external and internal stakeholders regarding Agreement related matters; assisting with tasks in support of the contract negotiations process; compiling and maintaining official records of transactions; verifying that agreements are in compliance with agency policies and procedures and with applicable State and Federal laws and regulations; preparing and reviewing financial documents; consulting with financial units within DOT regarding sufficient funding and expenditures for the agreements; consulting with other state agencies and outside business entities to obtain pertinent documents required to process agreements; entering various contracts in the CORE system and perform related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

• Experience working independently using self-initiative and problem-solving skills to complete projects on time, with minimal supervision and working with team members effectively;
• Experience coordinating projects and tracking deadlines in a fast-paced environment;
• Ability to multi-task and prioritize workflow;
• Experience in high-level administrative office management including contracts and grants management, and maintaining record keeping systems;
• Experience operating office equipment including personal computers, electronic equipment, utilizing, Microsoft Office applications including MS Word, Excel, Outlook and PowerPoint;
• Experience using business communications, preparing comprehensive written reports, complex letters and/or memorandum and using business math;
• Excellent organizational skills.
